The NCDOT proposes to replace existing Bridge No. 24 on US 17 over New River in Onslow County. Associated utility work needs to be completed prior to the start of bridge construction. The Telecome communications cable attached to Bridge 24, which is being replaced, will be directionally bored at least 6-feet under the New River thalweg to maintain operation. Existing overhead electrical powerlines located on the north and south side of Bridge 24 will be replaced with overhead powerlines located on the south side of Bridge 24. 50 poles will be removed from the project area and 16 new poles will be installed. Due to the project's schedule and need to expedite utility relocations, NCDOT is proposing to separate the utility work necessary for the project from the majority of the actual bridge replacement. To accomplish this, permitting is being requested via this Nationwide Permit 12 and LAMA General Permit application for utility work. A Nationwide Permit 23 and CAMA Major Development Permit application will be submitted under separate cover for all remaining work associated with the bridge replacement. There will be two square feet of temporary fill to wetlands adjacent to New River and 10 square feet of existing channel impacts to the New River from pole removal. Traffic will be detoured off -site along surrounding roads, during construction.
