Creek (B -5129-B); Bridge No. 35 over Little Vandemere Creek (B 5129-C); Bridge No. 40
Bear Creek (B -5129-D); Bridge No. 42over Gale Creek (B-5129- ); and Bridge No. 44 over
UT to Jones Bay (B-4594), Federal Aid Project No. BRZ-030=4(3), tate Project No. WBS
Element No. 42287.1.
The North Carolina Department of Transportation (NCDOT) proposes o replace five bridges on NC
304 in Pamlico County. Please accept this letter as a request for a Coastal Area Management ACT
(CAMA) Permit, Section 1600 for the above referenced projects. The existin sewer and water lines
presently located near these bridges will be relocated using the Directional Bore Method. Bridge Nos.
31,35,and 40 presently have both water and sewer lines that will be relocated Bridge Nos.42 and 44
presently have a water line only. Please see the attached plan sheets for detail of the proposed relocations
of these utilities.
The following information is provided for this utility relocation project: U.S. Poastal Return Receipt
certification cards from adjacent landowner notification packages, plans,profi es and maps which identify
the project sites.

roadway approaches_ No deck drains are included in the project.
The bridges are all located within the Neuse River Basin and US Geological Survey
hydrologic unit 03020105. The North: Carolina Division of Water Quality (NCDWQ) has
designated a best usage classification for each stream and its. unnamed tributaries (UT) as shown
in Table' 2.

There are currently no outstanding resource waters (ORW)r drinking water supply
waters (WS -I and WS -IIS within a one mile_ radius of the project stu y area. The 2008 Draft
3103(4) list (dated January107 2008) or the 2006 Final 303(4) list (d ed June 19,.2007) indicates
impaired waters located within one mite upstream or downstream of Vandemere Creek, Bear
Creek, and Gale Creek are due to fecal coliform contamination-
Ju,7sdictional wetlands are located immediately adjacent to,th existing bridges.
Avoidance and minimization measures have been incorporated to the extent possible; however,
impacts to jurisdictional resources will occur.. Permanent impacts to coastal wetlands include fill
materials required far widening approach roadways at new end bent locatiow, which is
to conform. to current design standards and to accommodate guardrail installation.Permanent
surface water impacts include placement of interior bent bridge supports in the channel and rip
rap for 0 slope stabilization at view end bent locations:

Existing relic wood pilings: located. in the water at the bridge locations will. be pulled' out of
the channel because they pose a safety hazard. Sediment curtains will be used to ensure that
sediment releases from this activity Will be contained to the immediate location of the pile removal
operation. Constriction equipment will be operated from the existing road surface and/or upland
areas and will not enter wetland areas.
As of January 31, 2008, the U. S, Fish. and Wildlife Service ([TSFWS) list of protected.
species includes six federally protected species for Pamlico County (Table 3).

Appropriate habitat for shortnose sturgeon is available within `'Waters of the. five bridge

2008; shortnose sturgeon has been observed in waters of the Neuse.River and Pamlico Sound
south of Pamlico County Shortnose sturgeon is a mobile species that is expected to relocate to
avoid construction activities, therefore, project construction may affec but is not likely to
adversely affect, this species.
There are no viable options for use of an off-site detour and existing traffic must be
maintained on one lane during bridge constructtion. NCDGT requests eief from nmoratoriurns
