I have another project that I need your guidance on as well. The DOT is proposing to replace a culvert on Adams Creek Road where a canal to Kellum Creek crosses under the road. Kellum Creek is designated as a PNA. I will require that they use turbidity curtains on the project. What is your guidance regarding any kind of moratorium for the project. I have never seen DOT propose to replace an existing culvert with one that was smaller. Just wanted to check and make sure that this was not a miscalculation or typo. Is the proposed 53" x 41" appropriately sized for the estimated hydraulic flow? Also the stream is designated as a Primary Nursery Area by the DMF and will likely be subject to a moratorium period (probably ending on June 15), are there any emergency replacement concerns associated with this culvert?
