Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Dear Mr. fioadley,
The NCDOT request the issuance of a General Permit 23 for bridge replacement #
21 on NC 343 over Joyce Creek. This project will replace bridge # 21, which is 100 ft. X
28 ft. The new bridge will be 130 ft. X 30 ft. and be constructed with concrete piles, bents
and cored slab deck. The bridge will be replaced on existing alignment, with an oft -site
detour. The bridge spans Joyce Creek which is classified as Class "C' "SW" waters, and
also designated an anadromous fish spawning area by the Wildlife Resource Commission,
The bridge design and roadway approaches have avoided impacts to jurisdictional
wetlands and surface waters, except 435.6 sq. ft of mechanized land clearing. The
removal of the old approach fill will restore approximately 696.96 sq. ft of wetland
floodplain.
NCDOT is requesting a General Permit from the Division of Coastal Management
for a bridge replacement over Public Trust Waters. Included with this letter are the
location map. MP forms, adjacent landowner notices, and permit drawings. If you have
