This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.
In issuing this permit the State of North Carolina certifies that
this project is consistent with the North Carolina Coastal
Management Program.

Attached is General Permit #C-13869 to construct a 70' pier with three smaller finger
piers and three mooring pilings all at the waterward end of the pier, and to construct a 12' X
24' uncovered boatlift.
In order to validate this permit, please sign all three (3) copies as indicated. Retain the
white copy for your files and return the yellow and pink signed copies to us in the enclosed,
self-addressed envelope.

Dear Sirs:
I would like to object to Mr. Merchant's planned
construction. I understand that as a part owner of the
adjacent property my approval is necessary to proceed. I
have included copies of the information I received from Mr.
Foley because, in truth, I cannot determine what Mr. Merchant
plans to build, and I do not want to give my unconditional
approval when I don't know what is involved.
My second reason for objecting would be if this construction
would result in bringing more boats, more noise, and more
pollution to Brices Creek.
Please let me know how my concerns will impact the planned
building and if more input is required of me.

I am enclosing copies of papers I received in the mail March 8th. Since
there was no clear explaination of what Mr. Merchant wants to do with his
landing area I have had to make sever4l long distance phone calls. So now
my reply.
I have no objections to Mr. Merchant Pepairina any of the existing docks
or boat ramps. However, I do object to the extention of the bulkheads. I
have adjacent property on both sides of this dock and ramp section. The
boat traffic in this area of the creek is very heavy and tke wake from the
boats can be heavy. I have seen boats go around the aa3+vo& as fast as they
can. Their wakes cause a deep wash that will be made worse by tke extention
of Mr. Merchant's bulkhead.
I hope you will take my objections into consideration when you make your
decision on this matter. I believe you will also need my sister's permission
as she is also half owner of this acme property. and the last time I spoke
to her she had heard nothing f"n- Mr. Foley.
