This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
0is consistent with the local land use plan and all local
nances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

Subject: General Permit for Construction of a Marsh Enhancement Breakwater
Reference: Section .2100, EHNR -Coastal Management Breakwater Requirements and Specifications
Dear Mr. Mercer:
The purpose of this letter is to request a permit to construct a breakwater in accordance with the
requirements of the reference listed above.
If approved, this project would be the continuation of a breakwater system which was installed in
November 1992 under Permit Number 137-91. Working with the North Carolina Sea Grant College
Program, we constructed 100 feet of breakwater along the beachfront of our property on the Neuse River.
The breakwater, coupled with Spartina alterniflora grass plugs planted behind it, has resulted in obvious
beach buildup and slowdown in erosion.
As indicated on the diagram at Tab A, we would like to extend the breakwater 150 feet further northward,
leaving a fifty foot gap between the existing breakwater and the new construction. We are prepared to
meet the requirements detailed in paragraph .2105 SPECIFIC CONDITIONS prior to, during, and
subsequent to construction. The following information addresses issues specific to our request:
• Currently, there is no marsh adjacent to the proposed construction site.
• Our proposal is for a maximum length of 150 feet.
• The builder will provide a 1/2 inch gap between each vertical sheathing board.
• The builder will include a five foot opening in the wall at the 100 foot point.
• The breakwater will be constructed of treated wood.
• We have described this project in detail to our adjacent riparian property owners and have received
written notification that they have no objections and no comments. The property owners are:

• Our intent will be to plant approximately 500 sprigs of Spartina alterniflora grass behind the wall
at both the water's edge and several feet into the water.
A construction diagram is included as Tab B. Mr. Boyd Sprouse of Sprouse Construction, Bath, NC, has
agreed to build the wall. He also installed the existing breakwater and has assured me that he can com-
plete this job well within the 90 day life of the permit.
A map to our property at Coaches Creek is included as Tab C.
