After careful consideration of all project information, the
Division of Coastal Management issued on July 28 1995 General
Permit #14724-C to Mr. Alwyn H. King for the construction of a
private pier in Bogue Sound, Carteret County. It was determined
that the proposed project is consistent with the Coastal Resources
Commission's (CRC) Guidelines for Development in Areas of
Environmental Concern and the Land Use Plan for Carteret County.
In addition, the proposed project meets the Specific Conditions
found in 15 NCAC SubChapter 7H.1205. The CAMA review also involved
an evaluation of your letters of objection and the your response to
the 10 day notice dated June 26 1995. I have enclosed a copy of
the regulations as well as a copy of the permit and the workplat
drawing for your consideration.
The Coastal Area Management Act (LAMA) and the CRC rules provide
for the consideration of Third Party Appeals and I have also
enclosed a copy of the form for your review. This request must be
filed within twenty (20) days from the date of permit issuance.

We have discussed the proposed pier on the Watson Subdivision deeded access properky
locaW at J. Bell Lane on Bogue Sound in Cx,,wxy NC with CAMA Representative in
New Hanover County and lair. Preston Pate in Curtnvt Couttly; as well as our awn
attorney. It appears tome that what you propose to do is an effort to comtrwt a pier
as in:eapensirmely as possible without regard to safety and possible liability. We are
further concerned about future maintenance, ete., that should, in n1W opinion and that of
nW attorney, be addressed before the pier is constructed.
I have tried to make it very clear that I am interested in participating with nay neighbors
to built a pier, but one that t feel vrould be an asset to our neighborhood with at least
minimal safeguards as reiate to w£ety, possible liability, futwm upkeep and maintenance.
I was told that this could be accomplished with an agreement that could be drawn up by
an attorney locally in the area.
Julie and I feei that what I have addressed here could be accomplished vrtth nU parties
participating at a cost that would probably not emceed what you will love in its present
form. The decision is yours.
In the present proposal it appears that are comid possiUiy incur some liability if the pier

We have discussed the proposed pier on the Watson Subdivision deeded access property
located at J. Bell Lane on Bog;ue. Sound in Ocean, NC with CAMA Representative in
New Hanover County and Mr. Preston fate in Carteret County; as well as our own
attorney. It appears to me that what you propose to do is an effort to construct a leer
as inexpensively as possible without regard to safety and possible liability. We are
further concerned about future maintenance, etc., that should, in my opinion zind 1:1hat: of
my attorney, be addressed before the pier is constructed.
I have tried to make it very clear that 1 am interested in participating with nrr neighbors
to build a pier, but one that i feel would be an asset to our neighborhood with at least
minimal safeguards as relate to safety, possible liability, future upkeep and maintenance.
I was told that this could be accomplished with an agreement that could be drawn up by
an attorney locally in the area.
Julie and I feel that what I have addressed here could be accomplished with all parties
participating at a cost that would probably not exceed what you -pill have in its present
form. The decision is yours.
in the present. proposal it appe-ars that we could possibly incur some liability if the pier
