drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
T e applicant certifies by signing this permit that 1) this pro-
s consistent with the local land use plan and all local
nances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.
In issuing this permit the State of North Carolina certifies that
this project is consistent with the North Carolina Coastal
Management Program.

Dear Mr. Mercer,
I am making application for a General Permit to repair
various sections' -of bulkhead owned by the Harbour Recreation
Club, Inc., 1100 Pelican Drive, Fairfield Harbour, New Bern,
NC 28560. The HRC office is in the lower part of the
Country Club building at 1100 Pelican Drive. The phone
number is 514-2999 and the General Manager is
Betray Brinkley.
We wish pair- 490 feet of the original bulkhead along
various sections of the Golf Course by removirig 11he concrete
cap and cement asbestos bulkheading mate ri4l; which, will be
buried adjacent to the repair areas. A new wood wall wit
approximately 5' 4" center on deadmen will be constructed in
the removed areas. Our bulkheading is numbered in 25 foot
sections for record keeping and identification. The
following sections make up the 490 feet:
1. 75 feet,
2. 145 feet, Sections; 42, 12 feet of 43, 44, 45, 46, 47
and 8 feet of 48.
3. 180 feet, Sections; 5 feet of 71, 72, 73, 74, 75, '16,
77 and 78.
4. 90 feet, Sections; 15 feet of 97, 98, 99 and 100.
A contract to complete the above work has been let to
Foley & Foley. They expect to begin construction about the
first or second week in April if we have received our
General Permit.
Please find the following enclosures:
1. A drawing of the Harbour Recreation Club's bulkheading
areas that are marked and highlighted with the above
requested repair sections.
2. A letter ned by the two adjacent property owners
showing no objection to repair of these areas along the
Golf Course bulkhead. The owners are Edwin Weeks,
904 Trinidad Court for Lot #7/235 and Anthony Price,
6108 Felucca Court for Lot #5,/223.

3. A co; . 40made out to DEHNR for the cost of the
General Permit.
4. A sketch and directions shoveling you how to find the
Country Club and the beginning of the Golf Course area.

This letter is an attachment to our General Permit request
to repair the current bulkhead along the Golf Course area at
Harbour Recreation in Fairfield Harbour. 490 feet will be
replaced by removing the failed concrete cap and bulkhead,
then replacing with a new wood bulkhead with: new deadmen at
approximately 5 foot 4 inch centers. The following sections
will be repaired under a contract with Foley & Foley as soon
as we get the CAMA permit:
1. 75 feet, Sections; 21, 2& and 23. E
2. 145 feet, Sections; 42, 12 feet of 43, 44, 45, 46 , 47
and 8 feet of 48.
3. 180 feet, Sections; 5 feet of 71, 72, 73, 74, 75, 76, 77
and 78.
4. 90 feet, Sections; 15 feet of 97, 98, 99 and 100.

repair of the above sections of the Harbour Recreation Club
