To whom it may concern:
I am a permanent resident at 2407 N. Lumina Avenue on Wrightsville Beach. I have been asked to
respond to the proposal of my neighbor, Mr. John Dickson of 2501 N. Lumina Avenue, to build a pier, platform,
and floating dock in the marsh and water channel behind our homes.
I am in complete support of Mr. Dickson's desire for water access via a pier and platform. I am resolutely
opposed to the concept of a floating dock for a variety of reasons which Mr. Dickson, upon reflection, will
appreciate.
Mr. Dickson was instrumental in organizing a. neighborhood opposition: to the town's construction across
from our homes of an inclined ramp to give disabled people beach access on the premises that it was obstructive,
unsightly, poorly designed and of marginal utility. Surprisingly, Mr. Dickson's dock design meets all of these
parameters as well as others.
In particular:
(1) The floating dock as depicted is a structure of some 30 to 40 feet in length whose boundary
would certainly violate the 15 foot setback provision of our building codes. Unlike Mr. Dickson's, my property line
extends beyond the water channel some 100 feet further into the marsh. Consequently, I will resist any
construction that imposes on this building restraint. ( See Plat)
(2) The structure would be awkward and unattractive as well as violate the natural beauty of the
marsh and water channel. As a part-time resident, Mr. Dickson would not be subjected to daily views of this
structure. However, I and others would. For reasons of taste and utility, not a single neighbor along the marsh has
elected to build a floating dock, and as such, Mr. Dickson's structure would be entirely nonconforming to nearby
designs and appearances.
(3) The concept of a floating dock in this location is bafflingly illogical. The water channel in
the marsh is truly only a narrow, barely navigable tidal basin. Water depth varies from zero to 2 1/2 feet with an
average depth of 1 foot or less in the areas of his proposed dock. Therefore, for the great majority of time, Mr.
Dickson's "floating" dock would be sitting on marsh grass and mud serving no value other than as a beached
platform.
(4) The floating dock structure dangerously narrows an already marginal channel and offers
obstruction to fast moving jet boats which are the only vessels capable of safely using these waters.
In conclusion, 1 feel that Mr. Dickson has the right to build a pier and platform. I also feel he has a
responsibility to his neighbors, boaters and the environment to construct a rational and attractive structure. I
would suggest that Mr. Dickson build a pier and rectangular end -platform with either a mechanical hoist for boat
docking or a tri-leveled design as depicted.
