RE: Time Extension on LAMA Permit Number 13188
Dear Mr. Mercer:
Carteret -Craven Electric Cooperative has been unsuccessful in
placing an subaqueous cable under the Pine Knoll Waterway in Pine
Knoll Shores, NC. Two separate installation techniques have been
utilized without achieving the desired results. A review of the
events to date are summarized below.
The first crossing attempt was made using directional boring
technology. This was abandoned after a layer of stumps or
compacted shell bed was encountered which proved to be
impenetrable. The second method incorporated the use of Mud
Bucket Dredging Company. An attempt was made to dig across the
waterway and bury the cable. This was done in accordance with
earlier correspondence and consultation with DEHNR. However,
after completing this work it has been determined that the cable
is now only eighteen (18) inches below the canal bottom.
In order to lower the cable to the proper depth and proceed with
this project, CCEC is requesting a time extension to this permit
and permission to jet the cable to the proper depth. If these
requests are granted the following conditions will be met:
(1) All spoils will be permanently removed to a
highground disposal site and stabilized so as to not
return to waters, marsh, or other wetlands.
(2) Any additional backfill material will be clean sand or
rock free of organic matter.
(3) All riparian property owners have been mailed certified
letters informing them of the time extension and
amended construction method requests. A copy of these
letters are attached for review.
Enclosed is a check in the amount of $50.00 for the permit
renewal fee. Thank you for your attention on this matter.
