This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.

ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no

Re: Shore Erosion
Westport Units K and L
In response to your request I visited the referenced site
with you to discuss the shore erosion at that point and any recom-
mended repairs which should be made.
At this point the shore is exposed to the entire width of
Bogue Sound. While it may be calm during most seasons of the
year, whenever the wind blows straight from the north it can
cause severe erosion at unprotected shorelines. In this case
there are two unprotected points on the shore which happens to be
where there is no marsh grass. The shore has eroded as far as
the edge of the walkway which parallels the shoreline and in
front of Unit K has eroded about 4 feet behind the walkway.
There appears to be no structural damage to the walkway or the
front stairs to Unit L, but the front stairs to Unit K have lost
support underneath the stair posts. Severe damage does not ap-
pear to be pending, but some action should be taken to prevent
this from getting worse.
I suggest that the repairs be put into three separate
categories:
Category A applies to the sheet pile bulkhead extending east
of the sit -on platform about 32 feet and to a segment west of the
landing about 24 feet. These segments have horizontal sheeting
as a bulkhead or retaining wall which was nailed along the out-
board face of the walkway posts. The recommended repair for this
is to remove the straw and then fill along this portion for about
18 inches deep under the walkway extending back about 6 feet for
the full length. Compact this and replce the straw bed to help
prevent further erosion.

Category B includes the 18 feet of frontage behind the sit -
on platform. The recommended repair in to dig down about 2 feet
and install a horizontal sheeting bulkhead across the back side
of the platform, then replace the fill and straw.
Category C includes the repair segment in front of Building
K. First, place fill along the back side of the walkway and un-
der the walkway up to the bottom of the stringers and jack the
walkway up to level grade. Then go outboard of the three middle
posts and install a batter pile at each of the posts, beside the
existing posts, at a batter slope of 3 (horizontal) in 12
(vertical). Cut the top of the pile horizontal with the bottom
of the deck and bolt this pile to the existing vertical pile with
a 1/2-inch galvanized steel bolt. This pile should be embedded
at least 4 feet and should give enough horizontal force to hold
the walkway in its present alignment. It will not push it back
to a straight alignment. If you deem this desirable, the walkway
must be at least partially disassembled and rebuilt straight.
Next, fill on the outboard face of the walkway at least
another 6 feet horizontally and about 2 feet thick for a distance
of about 24 feet. Slope the outboard face of the fill at about
12 on 12. The best protection for this new fill would be a stone
riprap cover about 6 to 12 inches thick, toe -in the stone at the
bottom edge about 6 to 12 inches, and wrap over the top of the
slope 6 to 12 inches. Stone of this size is usually difficult to
obtain unless someone goes to the quarry and hard -picks it. it
is sometimes referred to as "man-size stone" or in State DOT
specifications it is Class A erosion control riprap. Provide a
layer of filter fabric under the stone, as well as along the fill
face of the bulkhead material.
After all work is done cover all surfaces with a thick mat
of pine straw and leaves.
