Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Contractor Agreement
THIS AGREEMENT made the day of , 20 , by and between B. Prescott
Marine Construction, LLC and Mrs. Jean Winberg.
Scope of Work
The Contractor shall furnish all materials and perform all of the work to install a vinyl bulkhead at
222 E. North Shore Ln., Arapahoe, NC. The project will consist of the following components:
■ 10' Vinyl 3.5 Series Panels (12' Panels if necessary)
■ 6"x6" Whaler
■ Galvanized Tie Back Rods
■ Driven Deadman Anchor System
Contract Price
The Owners shall pay the contractor for material and labor to be performed between $56,275 and $59,475
depending on length of vinyl panels (please see quotes for specifics).
Timeline
We estimate the construction to take 10-14 days to complete.
Progress Payments
Payments of Contract Price shall be made as follows:
• Due when construction begins: $10,000.00.
• Due at'/2 way point: $20,000.00.
• Due at completion of Project: $26,275 - $29,475.
