This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Dear Mr. Williams:
This letter is in response to your e-mail correspondence dated July 09, 2012 to the
Division of Coastal Management regarding your objections to the proposed boatlift within an
existing wet slip project by your neighbor, Mr. Reinhart Kunnmann. The proposed project is
located on Bogue Sound, within a man-made canal tributary at 145 Waterfront Ave, Newport, in
Carteret County, North Carolina.
The Division has reviewed your concerns and objections to the proposed project. After
reviewing the proposal along with your objections, the Division has determined that the proposed
development complies with the rules of the Coastal Resources Commission in 15A NCAC 07H.
2000. Therefore, the Division issued CAMA General Permit 460395-C to Mr. Reinhart
Kunnmann on August 16, 2012 for a proposed I x 12' boatlift within an existing wet slip. A
copy of the permit is enclosed for your review.
If you wish to contest the Division's decision to issue this permit, you may file a request
for a Third Party Hearing. The request for a hearing will be considered by the Chairman of the
Coastal Resources Commission. The hearing request must be filed with the Director, Division of
Coastal Management, in writing and must be received within twenty (20) days after the disputed

My name is Chris Williams and I am the owner of 142 Waterfront Ave. This is the property beside 145 Waterfront Ave.
Please know that on 6-30-2012 1 wasgiven a copy of a Division of Coastal Management Adjacent Riparian Property
Owner Notification/Waiver Form by Mr. Reinhart Kunnmann. In this form there is a sketch of a proposed boat lift and a
boat ramp widening project.
I spoke with Mr Kunnmann on 7-1 concerning the lift and before I could asked detailed questions about location and
dimensions he told me that if I did not agree just to sign the form and return it. I called your office today and spoke with
Angela who told me to send you this email reflecting my objection and reasons.
Here are my reasons:
The boat lift will be in the direct line of site to the water from my deck and window views of the water and based
on conversations with local real estate agents this obstruction, it will directly affect my property value.
The boat ramp is already on the state easement where it is currently located and the sketch provided to me show
a further encroachment on that easement.
Lastly, based on past projects that have been done by Mr. Kunnmann, the results have greatly differed than what
was proposed. Case being the bulkhead work and ramp work Mr. Kunnmann last performed. He moved the
proposed finished line out an additional 8' for the bulkhead and moved the location of the ramp to the easement
line. I was not notified of this change in scope to his project and was only given explanation after I asked about
the change.
Please understand that I do not want to cause an issue here but I do want to protest my investment. If you or anyone
