This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Per our discussion yesterday I went out and reviewed the proposed locations for the repair. The proposed scope of this
project will occurr at or below the existing road level and no material will be placed at or beyond the wetland plants (i.e.
Spartina sp.) eases my concerns regarding the project. Compliance by the permittee to adhere to the state regulations
you outlined regarding fill within the coastal zone I can in good faith recind my objections about the project. As we
discussed, I will verify the project is constucted as proposed in hopes of avoiding the problems we had with the culverts
NCDOT installed improperly on this same highway.

We have several concerns regarding this proposed project_ First, there is not enough information regarding the locations
of the 2 proposed sites. It would help if they could provide starting and ending coordinates for the 2 fill locations as the
coordinates in the proposal do not seem to represent the locations they are trying to identify. The width of the proposed
fill is identified but the distance from the centerline of the road and the proposed fill elevation remains unclear. Without
measurable distances it is difficult to assess any potential impacts to migratory birds, wildlife, and/or refuge habitats.

This letter is requesting a general permit. l 100 be issued for shoulder stabilization
along NC 615 Marsh Causeway on Knotts Island, Currituck County. The site is located
0.13 miles west of Corey's Ditch and will be 28 feet in length. The stabilization will
occur on an eroded bank that has collapsed along NC 615 causing the shoulder of the
road and substructure to become unstable. The Division of Coastal Management
considers the project area to be within an AEC that requires authorization for the shoulder
stabilization. Included with this request are the MP-1, MP-2 forms, location map,
landowner notices, and permit drawings depicting the proposed work. WBS element # is

The NC Department of Transportation is proposing to stabilize the shoreline along
the North side of NC 615 on Knotts Island in Cumituck County. The shoulder of the road
is eroding away and needs to be stabilized to prevent further erosion and unsafe driving
conditions. The project is located 0.13 miles west of Corey's Ditch and will be 28 feet in
length. All work will be conducted within NCDOT right-of-way.
The Division of Coastal Management (DCM) considers the adjacent waters to be
estuarine waters under their regulations. Therefore, it is provided protection under state
law. For this reason the NCDOT will apply for a permit from the DCM to perform the
described work. Part of the permit process is notifying the adjacent landowners of the
proposed work. A map depicting the project area, along with a design plat is included
with this letter. If you have any questions concerning the proposed work you can contact

ADJACENT RIPARIAN LANDOWNER STATEMENT
( Currituck County: Shoreline Stabilization on NC 615)
General Statute 113-229 requires that riparian landowners with property adjoining a
proposed development in an Area of Environmental Concern (AEC) be given ten (10)
days in which to comment on the proposed development. This form allows the adjacent
riparian landowner to express either: (1) that he objects to the project; or (2) that he does
not object and desires to waive his/her right to the 10-day period so that the processing of
the application can progress more rapidly. Of course, the adjacent riparian landowner
need not sign this form at all if he/she so chooses. No response within 10 days
following receipt of this letter and form will be construed to mean the adjacent
riparian landowner has no objections.
I, , am an adjacent riparian property owner and am
aware of the North Carolina Department of Transportation's plans for shoreline
stabilization on NC 615 as proposed on the attached drawings. I am further aware that
this work will occur in an AEC and therefore will require authorization from the Division
of Coastal Management in accordance with the Coastal Area Management Act (CAMA).
