The stabilization consists of using Class B rip -rap to be placed at the waters edge and backfilled with shoulder material. The rip -rap will be placed by means of excavator and a backhoe. The Division of Coastal Management (DCM) considers the adjacent waters to be Public Trust and Estuarine Waters under their regulations. Therefore, it is provided protection under state law. For this reason the NCDOT will apply for a permit from the DCM to perform the described work. Part of the permit process is notifying the adjacent landowners of the proposed work. A map depicting the project area, along with a design plat and the permit application is included with this letter.
