This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

This letter is requesting a general permit .2300 be issued for a pipe replacement on US 264, 1.4 miles
south of SR 1100 in Dare County. The current pipe is failing and needs to be replaced to ensure safe public
travel. The existing pipe (I @ 60' x 30" CMP) will be replaced with the proposed pipe (1 @ 60' x 36"
CAP). The road shoulder at the inlet and outlet of the pipe will be stabilized with rip -rap. The Division of
Coastal Management considers the project area to be within an AEC that requires authorization for the pipe
replacement. Included with this request are the MP -I, MP-2, MP-5 forms, location map, landowner notices,
and permit drawings depicting the proposed work. The WBS element # is 1.102811. If any additional

The purpose of this project is to replace the existing pipe that is structuarlly failing on US 264.

Methods of construction will be concurrent with NCDOT Best Management Practices for the replacement of pipes. A
tracked excavator, backhoe, and dump truck will be used during construction.

The NC Department of Transportation is proposing to replace 1 metal pipe south
of Stumpy Point on US 264. The site is located approximately 1.4 miles south from the
intersection of SR 1100 ( Bayview Drive). The existing pipe is 60' x 30" and the
proposed pipe is 60' x 36" with the inlet and outlet ends of the pipe stabilized with riprap.
All work will be conducted within NCDOT right-of-way.
The Division of Coastal Management (DCM) considers the adjacent waters to be
estuarine waters under their regulations. Therefore, it is provided protection under state
law. For this reason the NCDOT will apply for a permit from the DCM to perform the
described work. Part of the permit process is notifying the adjacent landowners of the
proposed work. A map depicting the project area, along with a design plat is included
with this letter. If you have any questions concerning the proposed work you can contact

I, , am an adjacent riparian property owner and am
aware of the North Carolina Department of Transportation's plans for the pipe

accordance with the Coastal Area Management Act (LAMA).
