Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Dear Heather:
I went by CAMA yesterday just after it closed because of the storm. I wanted to give
you evidence (listed below) of efforts we have made to get a CAMA form for bulkhead
repair signed by Gerald Sigler. He owns the house and lot at 102 Club CT. , Cape
Carteret, NC adjacent to our property.
We need to replace our bulkhead and dock that were built in 1991 and beginning to lean
and leak soil into the canal behind our house. My wife Mildred (Mickey) S. Mullikin
holds the deed to our house and lot at 104 Club Ct. and is requesting a CAMA permit.
1. After you and Billy Norris looked at our bulkhead a few weeks ago, we had to get
addresses for neighbors on each side of us because they were both away at the
time. Jeurlene Prectel owns a vacant lot at 106 Club court and a house and lot at
108 Club Court. We got her out-of-town NC address from a neighbor and have her
signed form.
2. We have had trouble contacting Gerald Sigler in Florida for some time. We have
not had a current address for some time, but we have had two phone numbers
which we have dialed several times in the last four years only to get a "message
box full" response.
3. After you and Billy were here, Mickey dialed both numbers, and Sigler answered
the second call. He gave her an address in Seminole, FL and said to send him the
CAMA form. Following your suggestion, I sent a CAMA form with a note by
certified mail on 7/23/10. This letter was returned to the Swansboro post office on
8/12/10 and delivered to our house on 8/20/10.
4. During this time we tried calling him with no success, I sent another CAMA form
by ordinary mail to his Seminole address, I went by your office to discuss our
problem, you checked with the post office about our certified mailing, and I went

to the court house in Beaufort to talk to the tax and deeds offices. The deedsi city DCM
office gave me the name and phone number of a law firm that I called to see if
they had authority to sign the CAMA form. They did not.
5. On 8/18 Mickey talked to Sigler at the phone number that worked a few weeks
before. She asked him about our certified letter and told him about the dredging
being done in the canal behind us. Sigler asked her to send him the form that Jim
Tuttle passed around the neighborhood for getting a CAMA dredging permit. I
sent Tuttle's letter and another CAMA form for our bulkhead to his Seminole
address. No response.
6. I believe it was 8/24 that a computer printout was put in our mailbox that gave a
detailed listing of Sigler's real estate business. This was printed from a
ZabaSearch People Search Engine. I have not found out who gave us this
information. I called you on 8/26, and you called his office at Realty Executives
Sigler Properties in Pinellas Park, FL. I assume that he did not return your call.
7. On 8/271 sent by ordinary mail copies of Tuttle's letter and our CAMA form to
his office address.
8. On 8/31 Mickey called Sigler's office and talked to a secretary about having him
sign our form. She said that he was busy then but she would talk to him.
We have had no response to date. We hope this is sufficient evidence that we have made
every effort to obtain his approval and that our permit for bulkhead work can be issued.
