Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistentwith the North Carolina Coastal Management Program.

In addition to my telephone call today, February 19, 2007, and within 10 days of receipt
by Certified Mail (the 1 pth day falling on the weekend/Holiday) of the "Adjacent Riparian
Property Owner Notification Form" and Proposed Property Owner Statement for a pier,
mooring, pilings, boat lift, boathouse showing a purported drawing and purported
description of proposed development, I hereby object to same and do not waive the 15
foot setback requirement. The two "Forms" with my objections also stated thereon are
enclosed.
The drawing is totally inadequate, providing no dimensions for the "proposed seawall"
other than to indicate it may be 75 ft. in length, No height is provided, the extent of
protrusion into the waterway, the materials to be used, and there is no description and
disclosure of how then proposed seawall would be tied into my existing, in place seawall
nor how my seawall would be protected from disruption and damage.
Accordingly, I object and request a hearing and to be notified of same so that I may
appear and participate.
I will also have a copy of this mailed to Daniel Marine Construction.

April 20, 2007
This correspondence is in reference to your February 19, 2007 letter of objection to the bulkhead
proposal of Mr. John Sipp, adjacent to Bogue Sound, located at 218 Bayview Blvd. in Atlantic
Beach, Carteret County, NC.
The DCM reviewed the application along with the pertinent rules of the Coastal Resources
Commission in conjunction with your objections and determined that the project is consistent
with the Commission's rules. Therefore, the DCM issued CAMA General Permit #48477-C to
Mr. John Sipp on April 18, 2007, authorizing the bulkhead as proposed.
If you wish to appeal this permit decision, you must file a Third Party Hearing Request with the
Director of the Division of Coastal Management, Mr. Charles S. Jones, Department of
Environment and Natural Resources within 20 days of the permit decision. A copy must also be
sent to the Attorney General's Office, Environmental Division. If you wish to appeal, please
contact me and I can forward you the pertinent forms. And if you have any questions about this

Re: Application of Sipp, 218 Bayview Blvd., Atlantic Beach, NC
In addition to my telephone call today, February 19, 2007, and within 10 days of receipt
by Certified Mail (the 10th day falling on the weekend/Holiday) of the "Adjacent Riparian
Property Owner Notification Form" and Proposed Property Owner Statement for a pier,
mooring, pilings, boat lift, boathouse showing a purported drawing and purported
description of proposed development, I hereby object to same and do not waive
foot setback requirement. The two "Forms" with my objections also stated thereon are
enclosed.
The drawing is totally inadequate, providing no dimensions for the "proposed seawall"
protrusion into the waterway, the materials to be used, and there is no descriother than to indicate it may be 75 ft. in length. No height is provided, the extption and

disclosure of how then proposed seawall would be tied into my existing,

This correspondence is in reference to your February 19, 2007 letter of objection to the bulkhead
proposal of Mr. John Sipp, adjacent to Bogue Sound, located at 218 Bayview Blvd. in Atlantic
Beach, Carteret County, NC.
The DCM reviewed the application along with the pertinent rules of the Coastal Resources
Commission in conjunction with your objections and determined that the project is ponsiswN
with the Commission's rules. Therefore, the DCM issued CAMA General Permit 48477- to
Mr. n I April 18, 2007, authorizing the bulkhead as proposed.
If you wish to appeal this permit decision, you must file a Third Party Hearing Request with the
Director of the Division of Coastal Management, Mr. Charles S. Jones, Department of
Environment and Natural Resources within 20 days of the permit decision. A copy must also be
sent to the Attorney General's Office, Environmental Division. If you wish to appeal, please
contact me and I can forward you the pertinent forms. And if you have any questions about this
