This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Development proposal:
To replace the existing damaged bulkhead (Mr. Scott's hollow bulkhead) with a new
wooden bulkhead that will be placed directly in front of (on the waterway side) of the
existing damaged bulkhead. A clear separation exists between Jean DeBarbieri's solid
concrete bulkhead to the east and Scott's hollow bulkhead. (See photos.)
1. The new proposed bulkhead will not be attached to Jean DeBarbieri's solid bulkhead.
2. The crack separating the two bulkheads will remain exposed. It will not be covered
or filled.
3. A piling will be placed in the waterway no more than 14 inches east of the
separating crack. It will abut the concrete bulkhead and mark the easterly end of the new
bulkhead. The top of this piling will not rise above the bottom of the bulkhead cap, i.e. 12
inches below the concrete bulkhead top surface. Except for this piling at the east end of
the new bulkhead, there will be no new structures of any kind east of the separation
crack. There will be no structures higher than, and no structures nor anything else,
covering the concrete bulkhead cap east of the separation crack.
