Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Dear Ms. Styron:
This letter is to state our objections to the attached proposal by Julian Gilgo. He proposes
to dig rest of drainage ditch. This would destroy our roadway to our property. We have
spent around $8,000.00 to bulkhead our property because Mr. Gilgo started running a boat
down the drainage ditch to try and make a boat harbor. Also, if he digs, J.C. Davises'
marsh will fall into the ditch. Over, the past 20 years, Mr. Gilgo has done little bits and
pieces trying to make a boat harbor --through -several different CAMA agents. Now that he
has finished his harbor he thinks that he should destroy our property for his self -gain
to sell property with water access.
This is not navigable waters and it has never been navigable waters until Mr. Gilgo
decided he wanted a boat harbor. Please notify us by letter of your decision.

This drainage ditch was originally dug 6 feet wide . Erosion has take its tole and is now
several feet wider. To allow this project to proceed would consume approximately 7 or 8
feet of my property.

Julian Gilgo Dredging proposal
I am opposed to this dredging proposal for the following reasons.
l . Dredging will undermine our existing seawall. This seawall protects our road and lot
from erosion.
Z. This proposed dredging will surly damage the fragile marsh grass along our canal and
possibly cause the grass to fall into the canal, making the condition even worse.
