Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythatthis project is consistentwith the North Carolina Coastal Management Program.

Dear Mr. and Mrs. Edwards,
Becky and I have recently purchased the property next to yours at 400 Kinston Avenue. We are very
excited to have moved to such a wonderful neighborhood and look forward to meeting you soon. We
have recently moved from New Bern and this will be our full time residence.
We enjoy boating and fishing very much and would like to improve our docking facilities by installing
uncovered boat lifts in both of the existing boat slips. The boat lifts will be located "inside" of the docks
and the outmost pilings will be located approximately 6' seaward of the existing docks. The boatlifts will
be located well within 1/4t" of the width of the canal as required by Coastal Area Management Act
(CAMA) rules. They should also not have any negative impact on your property and I have enclosed a
drawing which shows this proposal.
CAMA rules require that if any portion of a docking facility is within 15' of a neighbor's area of riparian
access, a waiver most be obtained. Since the boat lifts will be within this 15' setback, I respectfully
request that you approve of this proposal by signing the attached form.

I hereby certify that I own property adjacent to Allen Gaskins' property located at 400 North
Kinston Avenue on a man-made canal which enters Bogue Sound, in the Town of Atlantic
Beach. He has described to me, as shown below, the development he is proposing at that
location, and, I have no objections to his proposal. I understand that a pier/mooring pilings /
boatlift / boathouse must be set back a minimum distance of fifteen feet (15') from my area of
riparian access unless waived by me. (If you wish to waive the setback, you must initial the
appropriate blank below.)
