Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythatthis project is consistent with the North Carolina Coastal Management Program.

As we discussed, we would like to obtain approval to construct a bulkhead on the above -
referenced lot as shown on the attached plot plan. The CAMA minor permit for the residence
has been submitted to the local CAMA officer in the Carteret County Building Inspections
Department.
Also enclosed are the riparian property owner acknowledgements.

as authorized by the State of North Carolina, Department of Environment
and Natural Resources and the Coastal Resources Commission for development
in an area of environmental concern pursuant to Section 113A-118 of the
Joe Avolis, Manager/Agent for General Statutes, "Coastal Area Management."
Issued to A Properties, LLC authorizing development in Harkers Island,
North Carolina at Lot #20,Pintail Lane, Harkers' Village Subdivision
Harkers Island, Borth Carolina as requested in the permittee's application, dated October 31, 2003
This permit, issued on November 10 , 2003 is subject to compliance with the application and site drawing (where consistent
with the permit), ail applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
parmittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
To construct a single family residence, deck walkway, at grade deck area
and a concrete driveway,at Lot 20, Pintail bane, Harkers 'Village Subdivision,
Harkera Island, North Carolina, within 75' of North River in the ABC area
of environmental concern.
The amount of impervious surface area shall not exceed 30% of the lot area
within the 75' of the AEC area of environmental concern.
A 30' vegetated buffer must be placed between all impervious areas and
surface waters. (Wetlands)
All proposed development and associated construction must be done in
accordance with the permitted workplat drawing as originally submitted on
October 28, 2003.
All construction must conform to the North Carolina Building COde
Requirements and all other local, state and federal, regulations.
Any change or changes in the plans for development, construction or land use
activities will require a re—evaluation and modification of this permit.
Pursuant to 15 N.C.A.C., SUbchapter 7J.0406 (B), this permit may not be
assigned, transferred, sold or otherwise disposed of to a third party.
I nls permit action may be appealed by the permfttee or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit m-st cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modHications not covered
under this permit requires further written permit approval.
All work must cease when this permit expires on December
31, 2006
In issuing this perrnit it is agreed that this, project is consistent
with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Division of Coastal Management.
