Construction of a residence, authorized by minor CAMA permit WO-59-06, is currently underway. Mr. and Mrs. Vitak previously received approval from Carteret County to modify the existing minor CAMA permit (WO-59-06) to construct a keystone retaining wall and associated grading in conjunction with this project. Additional improvements proposed at this time include excavation of a high -ground basin and access channel from the existing canal, construction of a bulkhead, and installation of a boatlift. Enclosed are project drawings showing the proposed work, calculated excavation volumes, and documentation of notification to the adjacent property owners. Mrs. Peggy McQueen, who owns the property to the east, did not provide any written objections or statement of no objection to the project. A follow-up phone conversation with Mrs. McQueen confirmed that she had no objections. Mrs. Lura Fulcher, owner of the property to the west, objected to the project. Included is a copy of her written comments. Also included is Coastal Planning Services, Inc. check #1197 in the amount of $800.00 to cover application fees for general permits for excavation, installation of the boatlift, and construction of the bulkhead. No portion of the roof overhang shall encroach into the 30 ft. buffer. (7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of filter cloth must be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area has been properly stabilized with a vegetative cover. (8) Any proposed for grading within the 30' buffer from the Normal High Water must be contoured to prevent additional stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized, and must remain in a vegetated state. (9) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of construction completion.
