This letter is in response to Doug Padgett's request for a permit on Lot # 1, John
L. Hurst Drive, Hurst Harbor, Swansboro, NC 28584. His Request for Permit
states "A description or drawing, with dimensions, ... The dimensions on the
back of this drawing are not very dear and don't provide me with the proper
information to make a decision. Also, his lot has not been recently surveyed
(there are no professional property stakes visible) to determine exactly his
property lines. Therefore, I don't know how he plans to place a "15' wing wall" or
,.remove and replace 116' of existing bulkhead" when his property does not
appear to be properly surveyed and staked.
Also, the work he is planning will cause stormwater run-off into the Hurst Harbor
Park, causing a possible safety hazard to owners and their children. This is not
in accordance with the Stormwater Management Policy plan that was designed
for this neighborhood. The Hurst Harbor Park has not been able to do any type
of improvement work because of this Policy devised by the State of North
Carolina Department of Environment, Health and Natural Resources, Wilmington
Regional Office, Division of Water Quality, Water Quality Section. Please look
into this and advise me of your resuits.
I am the President of the Hurst Harbor Association and feel, along with my entire
Board of Directors, that this work and the way it is scantily presented cannot be
done in a proper fashion. Therefore I will have to refuse to sign this Request for
Permit. Please look into this before granting Doug Padgett the permit. Thank
you.
