BOX 25201, RALEIGH, N.C. 27611-5201 DAVID MCCOY GOVERNOR SECRETARY January 5, 2001 North Carolina Department of Environment rM-ANA-GEME and Natural ResourcesD1v1s1on of Coastal Management Morehead City District Office Hestron Plaza -II, 151-B Highway 24 Morehead City, North Carolina 28557 COASTAL ATTENTION: Ms. Tere Barrett, Coastal Management Field Representative SUBJECT: Application for CAMA General Permit .2300 for the Proposed Replacement of Bridge No. 9 over the White Oak River on SR 1332 at the Onslow-Jones County line; TIP No. B-3009; State Project No. 6.503362 The Department of Transportation proposes to replace the old bridge structure over the White Oak River on SR 1332 at the Onslow-Jones County border. The old structure has been determined to be structurally obsolete and should be replaced in the near future. On December 4, 2000 your office confirmed that the Division of Coastal Management would have jurisdiction at the site of the proposed bridge replacement because of your determination that the White Oak River constitutes a Public Trust Water at this location. Please be advised that the Department proposes to replace the existing timber -dominated structure (timber superstructure and timber end bents) with a pre -stressed concrete cored slab bridge. The new bridge will be +/- 41' longer than the existing structure. Furthermore, neither of the two interior support bents are to be located within navigable portions of the stream. In fact, one of the two interior bents will be located exactly where one of the old end bents is located. This contrasts dramatically with the existing structure which has three interior bents within the channel of the White Oak River. The project will not result in the addition of travel lanes. Only minimal improvements to the approachways will be accomplished and this work will not result in impacts to adjacent wetlands. No additional right of way will be acquired and no on -site detours will be used. The road will be closed during the construction interval. Since the work will be initiated fairly soon, there is a real possibility that the contractor will have the old bents removed prior to the initiation of any construction moratorium that might be imposed by fishery resource agencies. Should a moratorium intersect with the new construction phase of work, the Department will ensure that full sediment curtains are deployed wherever work is proposed in flooded areas of the site. 124 Division Drive, Wilmington, NC 28401 PHONE: (910) 251-5724 FAX: (910) 251-5727 Tere Barrett, DCM Page 2 January 5, 2001 Each of the adjacent riparian landowners in Jones and Onslow Counties were notified of the proposed work by certified mail. Green cards were returned for each of these mailings. Please note that all notifications to adjacent riparian landowners were received NLT December 20, 2000. The green cards, copies of letters and form provided to each adjacent riparian landowner, a check for $100.00 to cover the General Permit application fee, location maps, bridge drawings (plan views and profile), and an MP-5 application form is enclosed for your review and approval. Please review this material at your earliest convenience. Our contractor has expressed some interest in getting started in the near future. Should you find errors or omissions in any of the enclosed material, please give me a call. BOX 1, RALEIGH, N.C. 27611-5201 DAVID MCCOY GOVERNOR l Z SECRETARY /V_ January 5, 2001O \\2 North Carolina Department of Environment '---- --------____- and Natural Resources Division of Coastal Management Morehead City District Office JAN 2007 ! Hestron Plaza -II, 151-B Highway 24 Morehead City,North Carolina 28557 AST,-`-- Pv1liliAGt_,9EV; MOREi-iE,4D % ATTENTION: Ms. Tere Barrett, Coastal Management Field Representative SUBJECT: Application for CAMA General Permit .2300 for the Proposed Replacement of Bridge No. 9 over the White Oak River on SR 1332 at the 2 Onslow-Jones County line; TIP No. In fact one of the two interior p nor bents is will be located exactly where one of the old end bents is located. This contrasts dramatically with the existing structure which has three interior bents within the channel of the White Oak River. o _GOO The project will not result in the addition of travel lanes. Only minimal improvements to ' the approachways will be accomplished and this work will not result in impacts to G adjacent wetlands. Should a morato •um intersect with the new construction phase of work, the Department will ensure that full diment curtains are deployed wherever work is proposed in flooded areas of he site. • ' V"' 124 Division Drive, Wilmington, NC 28401 PHONE: (910) 251-5724 FAX: (910) 251-5727 UNITED STATES POSTAL SERVICE First -Class Mail Postage & Fees Paid USPS Permit No. G-10 • Print your name, address, and ZIP Code in this box • a 1rner C T Sio Y 124 D► V w 1 l Y\'(1 aP r), h-c ZSgD ) '• I 1 1 1 3 1 131 111 i i 3 11 3 •1 •1 1 A $4 i ••i•s..i 1 +8. s4S lttl)t!l11U 11111111U 11111111111 tf 11 11111411111111111111 Ifl SENDER: ■ Complete items 1 and/or 2 for additional services. ■ Complete items 3, 4a, and 4b. ■ Print your name and address on the reverse of this form so that we can return this card to you. ■Attach this form to the front of the mailpiece, or on the back if space does not permit. ■ Write'Return Receipt Requested' on the mailpiece below the article number. ■The Retum Receipt will show to whom the article was delivered and the date delivered.
