Department of Natural Resources and Community Development 3411 Amedell Streeet P.O Box 769 Morehead City, NC 28557 ATTENTION: Mr. Bill Arrington, Coastal Field Representative SUBJECT: Request for Authorization of Bridge Replacement #4 on New Loop Road (SR 1302) in Hyde County under a General Permit .2300 The North Carolina Department of Transportation proposes to replace the aging Hyde bridge structure # 4 on New Loop Road (SR 1302) at Old State canal crossing with three 40 feet x 9.33 feet high x 6.25 feet wide corrugated aluminum pipe arches with headwalls (see figure 1 for example) The Old State Canal, a Public Trust Area of Environmental Concern, is typically a slow flowing stream 30-feet wide and about 3 feet deep. It is a potential secondary nursery area, but not a primary nursery area or outstanding resource waters. The replacement structure will be constructed along the existing alignment and would take about two weeks to complete. Based on the proposed design, the new road structure will be wider (+11.2 feet) with a more narrow canal channel (-10.05 feet) but will be able to allow for the same amount of water flow as the existing bridge (Q10=540 cubic feet/second). Department of Transportation plans to remove the old concrete abutements and pilings. The existing bridge bulkheads will remain in place. Sixty feet of shoreline will be widened a maximum of ten feet in order to provide better flow from one of the pipes. The pipes and headwall will be submerged about 2 feet below the original streambed. This widening and submerging the pipes will require excavation below the waterline of about 127 cubic yards of soil. 160 feet of shoreline will be stabilized with P.O. Ms. Tracy Wheeler, Coastal Ficld Representative APR 2 6 2tir91 LYNDO TIPPETT SECRETARY SUBJECT: Request for Authorization of Bridge Replacement #4 on New Loop Road (SR 1302) in Hyde County under a General Permit .2300 The North Carolina Department of Transportation proposes to replace the aging Hyde bridge structure # 4 (built 1962) on SR 1302 (New Loop Road, 0.01 miles west of SR 1303) at the Old State Canal crossing with three 40 feet x 9.33 feet high x 6.25 feet wide corrugated aluminum pipe arches with headwalls (see figure 1 for example). The Old State Canal, a Public Trust Area of Environmental Concern, is typically a slow flowing stream 50 to 70 feet wide and about 3 feet deep. It is not a designated primary nursery area, secondary nursery area, or outstanding resource water. The replacement structure will be constructed along the existing alignment and would take about two weeks to complete. Based on the proposed design, the new road structure will be wider (+11.2 feet) with a more narrow canal channel (-10.05 feet) but will be able to allow for the same amount of water flow as the existing bridge (Q,o 540 cubic feet/second). Department of Transportation plans to remove the old concrete abutements and pilings. The existing bridge bulkheads will remain in place. Submerging the pipes will require excavation below the waterline of about 127 cubic yards of soil. The shoreline will be stabilized with rip -rap, which will impact about 280 square feet (0.006 acres) of a fringe, non -coastal wetland consisting of a small emergent community of cattail (Typha spp.).
