This permit is subject to compliance with this application, site drawing
and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project
is consistent with the North Carolina Coastal Management Program.

SUBJECT: Request Authorization to Replace Bertie Bridge 148 over the Wahton
Swamp under a GP. 2300
The NC DOT is proposing to replace the aging, concrete bridge structure 148 over
the Wahton Swamp on SR 1200 with a larger (+46.2 feet), wider (+4 feet) bridge
structure.
Wahton Swamp is a slow moving waterbody, approximately 45 feet wide at the
bridge crossing. Although it is not a primary nursery area, it is a spawning area for
anadromous fish. Wetlands, which begin at the toe of the road shoulder, consist of
deciduous forests (PF06) dominated by red maple (Acer rubrum), sweetgum
(Liquidambar styricflua) and Lizardtail (Saururus cernuus). No wetlands should be
impacted during construction.
Endbents will remain in place and bridge and abutments will be removed. There
will be no excavation of the creekbed or its banks. A maximum of 120 linear feet of
shoreline will be stabilized with rip -rap to prevent erosion around the bridge endbents.
No temporary detour structure will be used during this project. Some debris from beaver
activity on the downstream side of the bridge may be removed.

(Bertie County: Bridge #144 replacement on SR 1200)
General Statute 113-229 requires that riparian landowners with property adjoining a
proposed development in an Area of Environmental Concern (AEC) be given thirty (30)
days in which to comment on the proposed development. This form allows the adjacent
riparian landowner to express either: (1) that he objects to the project; or (2) that he does
not object and desires to waive his/her right to the 30-day period so that the processing of
the application can progress more rapidly. Of course, the adjacent riparian landowner
need not sign this form at all if he/she so chooses. No response within 30 days
following receipt of this letter and form will be construed to mean the adjacent
riparian landowner has no objections.
