This permit is subject to compliance with this application, site drawing
and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project

Dear Mr. Jones:
Enclosed is my application for approval of addition of four pilings to my dock on
the Plantation Canal in River Bend. You may recall that you visited my home as
we tried to find some way to secure our boat without violating the 25% rule for
waterway width. We had considered tearing down the dock & dredging it closer
to the shore, installing "storm pilings" on the far side, and use of fiberglass whips
on the dock. All of these solutions proved impractical for one reason or another.
I now believe we have found a reasonable solution. We propose to add four
pilings; two attached to the existing dock, to prevent the boat from going over or
under the dock, and two more in line with the dock, near the property lines. The
latter two give us a maximum Iength for effective spring lines, while not
exceeding 25% of the waterway width.
I have enclosed my check for $100.00, and the setback waivers of my neighbors
on both sides of the property, along with an explanation of the proposed project.
The contractor will be Decks `n Docks, of Pollocksville.
We will be travelling for the next two weeks, although we will check our
telephone messages regularly. If you have questions, we will get the answers
promptly.

PROPOSAL
FOR DOCK UPGRADE AND
ADDITIONAL PILINGS
ON PLANTATION CANAL
Introduction: This proposal suggests a method of providing a storm -secure mooring
for my boat, which is docked in the Plantation Canal in the River Bend community.
Current CAMA regulations limit new structures to extend no more than 25% of the
width of the canal, which, in most cases, bars the simple addition of piling directly
opposite those on the subject dock. Such a solution would place the pilings out further,
to accommodate boat beam, and would thus almost certainly violate the 25% rule. The
subject proposal seeks, alternatively, to improve routine and storm/hurricane mooring,
by attaching two pilings to the existing dock, and two additional pilings, to be placed in
line with the existing dock (maximum of 25 feet from the bulkhead; 25% of the width
of the canal), and near the property lines in the directions parallel to existing the
bulkhead.
The proposal is being shown to CAMA to determine if there is any regulatory objection
to it, and if none exist that cannot be accommodated, it will be offered to Town of River
Bend officials, in the form of a request for a building permit.
Approach: This part of the discussion is keyed to the attached sketch, which is fairly
representative, but not drawn to scale. The request is for four pilings to be added. Two,
labeled "A" in the drawing, would be attached to the existing dock pilings, which are
currently too low to provide any level of physical security against widely -fluctuating
water levels. The two pilings labeled "B," would be located 48 feet apart, centered on
the T-Dock, and on a line with the "A" pilings to be attached to the dock. The dock
pilings would be used for routine docking, and keeping the boat from "climbing" the
dock, or diving under it with rising and falling waters. The two additional pilings
would be used as "tie poles" to provide a maximum of spring -line length, and therefore
maximum flexibility in rising or falling water levels. All four pilings would carry red
reflectors, visible from upstream and downstream.
During serious storms, such as hurricanes, anchors would be placed in the canal, off the
bow and the stem, to help hold the boat away from the dock and potential damage
therefrom. These anchors would be provided with extensive lengths of chain, to keep
them in place on the bottom, and to minimize the possibility that the rodes could
interfere with other boats during the storm period. The anchors would only be deployed
after an emergency is declared, and would be retrieved as soon as possible after the
emergency is lifted.
Pilings tentatively would be up to 28 feet long, or as necessary to permit an eight foot
height above normal water, and eight to ten feet in the canal bottom
"Adjacent Riparian Property Owner Statement" forms are attached, to document the
Farber family and the Figueroa family acceptance of this proposal and waiver of the
setback.
