Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythatthis project is consistentwith the North Carolina Coastal Management Program.

Dear Mrs. Parrish:
This correspondence is in reference to your April 11, 2002 objection letter to the recent
project proposal by your adjacent riparian property owner Mr. Joseph Marlette. The project is
located adjacent to Goose Creek at 419 Live Oak Road, near Newport in Carteret County,
Mr. Marlette proposes to install 75 feet of bulkhead with a wingwall along the side of an old
boatramp.
Your objection suggests that the project would block your access by adding a 28-foot
wingwall extension and that if it ties into your bulkhead, it may cause damage to it. The North
Carolina Division of Coastal Management has given your objection careful consideration and
has determined that the project is consistent with the pertinent regulations of the Division.
Therefore, on April 24, 2002, the Division issued CAMA General Permit #31582-C to Mr.
Marlette for construction of the bulkhead. Please note that the permit was issued with a
bulkhead alignment that does not extend more than 5' from the normal high water line and that
the bulkhead must be constructed entirely on Mr. Marlette's property.
I have enclosed a copy of the permit for your perusal. If you wish to appeal this permit
decision, you may file a request with the Director of the Division of Coastal Management,
Department of Environment and Natural Resources within 20 days of the permit decision. If
you have any questions regarding this matter, please don't hesitate to contact me at my
