RE: CAMA General Permit #C-7876
Dear Mr. McNeill:
On January 17, 1991, I met with your contractor, Mr. Bill
Blackmon and your tenant Richie. I appreciate the arrangements
you made allowing me to conduct my onsite visit to your
waterfront property located on Goose Creek, at the end of SR
1227, in Carteret County, North Carolina. As you know, the
purpose of my visit was to provide you with a staked flagged
alignment for the construction of a bulkhead and the placement of
riprap material along the shoreline.
Although I was successful in staking and flagging the
alignment, I encountered significant fringes of marsh grass which
have caused me to modify the initial plans that you submitted.
The General Permit #C-7876 which I have issued allows you to
undertake all construction activities, however, landward of all
marsh vegetation. Please take note that I have provided two (2)
'revised and modified' workplat drawings that are attached
outlining the location of the various marsh vegetation. If you
were to desire to bulkhead and/or fill on the designated marsh
vegetation, you must file a completed Major CAMA Application
which I have also enclosed.

Re: Permit Application No. 7876
Dear Mr. Mercer:
With reference to our conversation in your office on December 17,
I have attempted to show on the attached drawing, the type of
riprap and bulkhead shoreline protection we would like to propose
constructing to achieve the suggestion made by Mr. Troy Dees, R.S.
in his Carteret County Environmental Health Department septic tank
system repair permit number 9321 of 12/17/90.
The variation in land elevation appears - to my untrained eye - to
be from approximately three feet at the back or North edge of the
property to approximately six inches at the Southeast point; and,
approximately the same from the front Southwest corner to the
Southeast point. As you will see, I had trouble determining and
graphically presenting the contour and components along the front
or South edge of the property.
I have talked to the adjacent property owners regarding this permit
application. Their response was favorable. Copies are attached of
my letter to them confirming our telephone conversations and
requests to send you signed statements to this effect.
Please advise me if there is anything further I need to do prior to
your processing this permit application.
