This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.
In issuing this permit the State of North Carolina certifies that
this project is consistent with the North Carolina Coastal
Management Program.

Recently your neighbors in Holiday Island, Stephen and Carol Allen have notified you
by letter regarding their intention to construct a bulkhead on their property, Lot C-5, Rainbow
Drive.
I have received your October 6, 1995 comments concerning the Allen's request to
construct a new dock and bulkhead along their shoreline at the above referenced lot. The
Allen's propose to construct their bulkhead from property line to property line and replace their
existing dock with a 10 ft. by 12 ft. structure, most of this dock structure will be over land.
I have considered your objection concerning this proposed work. You have noted on the
October 6, 1995 correspondence that you did object to the project as presently proposed and you
needed more information concerning the project.
The subject project, as proposed, meets all the Coastal Resource Commission Rules.
In this regard, on October 12, 1995 over your objection, I issued Stephen and Carol Allen a
CAMA General Permit (Permit No. 14391A) concerning this proposed project.
Pursuant to G.S. 113A-121.1(b) you may request permission from the Coastal resources
Commission to file an appeal. Requests are reviewed by the Chairman of the Coastal Resources
Commission to determine whether a hearing should be granted. This determination is the sole
discretion of the Chairman.
