and Natural Resources Coastal Management - Subchapter 7H - Section - 1600, specifically
as follows:
1 . All spoils which are permanently removed must be placed on a high ground disposal site
and stabilized so as not to return to waters, marsh or other wetlands.
2. If additional backfill is required it must be clean sand or rock free of any organic matter.
3. Cuts through wet -lands must be minimized. Work area of trenches shall not exceed a
maximum width of 10 feet.
4. Finished grades shall be returned to preproject contours.

This project consist of the installation of approximately 3100 lineal feet of 8"
diameter water line along NC 58, including 270 lineal feet of river crossing of Pettiford
Creek. The location of the project is shown on the enclosed plan and profile sheets C-1 and
SA-3.
River Crossing Procedures/Method
The procedures and methods of construction for the river crossing are described as follows:
1. Tracked excavating equipment on mats will excavate starter trenches approximately 30
feet into the river along the water line path.
2. Material removed from the starter trenches near the south bank will be placed in trucks
and hauled away. Material removed from the starter trench near the north bank will be
placed on filter fabric in temporary stock piles adjacent to the excavation and contained
with covers and silt fence to prevent erosion.
3. The pipeline will be pulled across the creek and submerged to the bottom of the creek
between the starter trenches. Concrete weights will be used to submerge the pipe.
4. Divers will follow along the pipelines with high pressure jets and remove the sand under
the pipeline and weights allowing the line to settle into the jetted trench between the
starter holes. Jetting will continue until the top of the pipe reaches a minimum depth of
2 feet.
5. The material removed and stockpiled along the north bank from the starter trench will be
replaced as necessary. Any excess material will be removed and disposed off -site. Silt
fence will be placed along the shore line to protect the cut areas from erosion due to
rainfall run-off or tidal action.
6. The trench under water will be allowed to refill by the natural action of the tides.
7. The area outside the water will be returned to its original (preproject) contours, and
stabilized with natural vegetation.
8. Once the area is stabilized the silt fence erosion control measures will be removed.
