Please find enclosed CAMA General Permit #14559 which was issued to Mr. Clarence Welch
to construct a boat lift, 3 catwalks and an addition to his existing pier at his property off 312 Old
Causeway Road, Atlantic Beach, Carteret County. This permit was issued after evaluating your
concerns and the projects consistency with Coastal Resources rules. If you wish to request an
appeal of this permit decision, you must do so within 20 days of permit issuance. Please contact
me and I will supply you with the appropriate third party appeal form you will need to make

I have received a second request from your department and Mr. Welch regarding a boat
lift, extension of his pier, and the placing of"sea shells" on toll of his current rubble
bidkhead.
I call to your attention, copy attached, paragraphs three and four. Am I to be refused my
right to the view that I as a tax payer am entitled to? I have owned this property, paid
taxes, for 26 years and now you are trying to take away the reason for my owning a. "place
at the beach".
I would also state that my son-in-law went to talk to the Welchs on 3-25-95. His mission
was to see if compromise could be. worked out. We would like to be able to see
something from our property besides Mr. Welch's old boat, tree and now a boat/boat lift.
He was told by Mrs. Welch, and I quote, she was "not -going to cut down her F------ Tree!"

ending at Mr. Welch's pier. This is another example of Mr. and Mrs. Welch's lack of

We, have no desire to create hard feelings with our neighbors. It is unfortunate that we are
not there twdlve months a vear to protect'it. T have'been dismayed with'the vehemence
displayedby *ieVelcns in trying to work out an agreernerit Aiat could make everyone
happy. The current situation suggests that we are expected to sit idly by while our view is
completely compromised and the willow tree continues to extend it roots into our septic
system.
I ask that if your local office cannot or will not protect my rights that the decision be
transferred to a. higher state level.

I wish to state my concerns and objection to Mr. Welches proposed improvements in
particular the so called "maintenance dredging". His proposal to dredge beginning five
feet beyond the existing grass line %,v iil jeopardize die intega-igr of aW seawall. His
dredging and dumping the refuse on his lot can only be accomplished if it is hauled through
my property again causing damage. It is for these reasons that I decline any approval of the
request made in the attached form letter.
As to Mr. Welches having a boat lift installed on the North side of his property (property
adjoining Vernon Thompson ). My reservations about the lift is that Mr. Welch currently
has a tree and an old boat that obstructs the view of the sound and its beauty from my

property now. By his adding another obstruction in the air, it will be impossible for me to
take advantage of the scenic view that has partially been denied with Mr. We]ches present
obstructions. I must sav no to this request also.
If approval ofthe request made by Mr. Welch are given by the Coastal Management , I
would request written notification of thejustlfication and reasoning behind the approval.
