Dear Mr. Mercer,
Please find inclosed a copy of the drawing of my existing pier, as per your instructions by phone today, as well as an
itenerary of the proposed work schedule, also per your instructions. The itenerar_v is as follows,
1) Remove floating dock and ramp.
2) Remove all areas marked with M, on the Existing Dock drawing.
3) Remove pilings #1-10, on the Existing Dock drawing.
4) Install new pilings (as per the Proposed Dock Drawing, refered to in permit 414534).
5) Install all new decking and associated lumber (as per above mentioned drawing).
I hope this meets the criteria you expressed to me today, and clears up any misunderstandings. I DO
UNDERSTAND that the pier is not to exceed 200' from the high water mark and there is not to be more than four boats
moored at the pier, this is of no concern to me. The four boat and floating dock issue was made clear on the above mentioned
permit. The only thing that concerned me was the quote "To construct an addition 60'x5.5' to the existing pier and two
pilings", this statment and " * 60'x5.5' " statment seemed a little vague to me. According to my drawings this would put the
proposed pier at 178.8', instead of the 200' allowed by the General permit and as we had agreed upon. Also, you mentioned
two pilings, if you please refer to my final drawing there are four not two proposed out pilings.
If, as we discussed on the phone today, you are going by my proposed drawing, your restrictions withstanding, then I
feel we understand each other. Again, I feel that this is not what is represented in this permit, though. I hope these concerns
don't cause any problem, as this is not my intention; this project has been going on far to long already. I would like to start
work as soon as possible.

extension on property located at 147 Banks Street, Morehead City, North Carolina, the Board of
Trustees of Carteret Community College voted in regular session on April 10, 1995 to offer no
objection to the construction of said dock.
Based on the above resolution, the Board of Trustees of Carteret Community College waives its
15 foot side line set back to allow Mr. and Mrs. Willis to install piling on the west side of the
college property line.
