This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written -statement- has been obtained -from
adjacent riparian -landowners certifying that they have no
objections to the proposed work.

I have been advised by our staff in the Elizabeth City office that
the dredging for beach nourishment at Buxton, which was approved
with a LAMA emergency general permit, has been completed. I am
interested in a joint follow-up inspection to verify that the
dredging was done within the proscribed boundaries, and, to
determine if there are any obvious immediate impacts to the
adjacent sea grass beds. I am also interested in an analysis of
how the dredged material has been distributed on the beach and what
benefits have occurred as a result of the nourishment.
Your staffs' participation in the inspection is important since
they have the pre -project beach profiles and the GPS information on
the boundaries of the borrow areas. Please let me know who on
your staff this can be coordinated with and their availability so
that we can plan the visit. I think that it will be helpful to ask
the National Marine Fisheries Service to also participate.

SUBJECT: Dare County, Beach Nourishment North of Buxton,
State Project No. 4.5050009.
Please reference CAMA and Dredge and Fill General Permit
No. 12802, issued for the above referenced project on
September 15, 1993, and renewed several times. The latest
renewed permit is to expire on March 15, 1994. Beach
nourishment activities at this site are not yet complete.
The dredge, which is now utilizing a booster pump to reach
the southern stretch of beach, is capable of pumping 190 to
195 cubic yards of sand per hour, with work proceeding for 15
hours a day. To date Approximately 130,00 to 135,000 cubic
yards of material have been deposited on the beach.
With this information in mind, it is not anticipated
that nourishment activities will be completed before the
March 15 expiration date. Therefore, the North Carolina
Department of Transportation requests that the permit be
renewed for an additional 16 days, which would extend the
permit through the end of -March. Federal permits have also
been extended through the.end of March. The scope of the
project remains unchanged from that which was originally
permitted. If you have any questions concerning this matter,
