SUBJECT: Dare County, Beach Nourishment North of Buxton,
State Project No. 4.5050009.
A narrow stretch of NC 12 just north of the Buxton town
limits (see sheet 1 of 4) has been the site of many past
problems relating to coastal erosion and overwash. In 1962
an inlet opened as a result of the Ash Wednesday storm and
was closed later that year by the Army Corps of Engineers
with sand from Pamlico Sound. A major beach replenishment
effort took place in 1983. Today, recurring flooding leads
to periodic closing of NC 12, occasionally undermines the
road, and severs power and water service to the area.
In an effort to offer long term protection for NC 12,
the North Carolina Department of Transportation initiated in
1988 an investigation by The Center for Transportation
Engineering Studies at North Carolina State University
entitled "Options for North Carolina Coastal Highways
Vulnerable to Long Term Erosion." This study identified
threatened stretches of coastal highways throughout the
state, and offered site specific solutions to lessen the
impacts of erosion and storm damage. The study identified
the section of NC 12 in question as a threatened roadway.
The study suggested either roadway relocation or roadway
relocation with an elevated causeway as ways to provide long
term protection to NC 12.
The Department is currently studying these options for
long term highway protection north of Buxton. However, in an

effort to protect NC 12 for the immediate future, NCDOT is
proposing to pump 200,000 cubic yards of sand from an area in
the Pamlico Sound known as the Canadian Hole to a 5000 foot
stretch of oceanfront beach beginning approximately 2,000
feet north of the Buxton town limits.
The proposed borrow area shown on sheet 4 of 4 is
approximately 170 acres in size. Almost half the area has
been previously dredged. NCDOT only proposes to excavate
approximately 6.2 acres of the site to a depth of 20 feet..
Material will only be taken from undredged areas. While
photographs indicate that much of the proposed borrow area
supports submerged aquatic vegetation (SAV), it does appear
that sufficient unvegetated bottom exists to allow for 6.2
acres of excavation. Final selection of borrow sites will be
made after coordination with the National Marine Fisheries
Service.
The dredging will be carried out by a NCDOT Ferry
Division maintenance dredge. The material will be pumped
through pipes underneath the roadway and onto the beach. It
is not anticipated that an access canal will be required for
this dredge.
NCDOT geotechnical engineers have examined the proposed
borrow material. Their findings given in the enclosed
geotechnical survey report.
The pumped sand will be spread on the beach by
mechanical means. This operation will continue until an
approximately 50 foot wide berm is created (see Typical
Section, sheet 3 of 4). The frontal slope will not be
controlled, and will be allowed to reach natural equilibrium.
After placement of the 50 feet of sand berm, natural
processes will be allowed to reform the beach features, as
indicated by the estimated typical adjusted profile line
shown on sheet 3 of 4. The berm will be tapered back
starting at a distance of 1000 feet to either side of the
project limits (see sheet 3 of 4).
The Department feels that the proposed plan outlined
herein will provide the minimum necessary to protect this
vulnerable stretch of roadway.
Application is hereby made for authorization to allow
the above referenced work to proceed. Included for your
information are a set of permit drawings, permit application
and geotechnical survey report. A $250 processing fee will
be forwarded to your office within the next week. We are in
the process of obtaining a Special Use Permit from the
National Park Service. This permit will be forwarded to the
appropriate environmental review agencies upon receipt.
By copy of this application we are requesting the
appropriate permit authorization from the U.S. Army Corps of
Engineers. The N.C. Division of Coastal Management, upon
accepting this application package as complete, will solicit
comments from the N.C. Division of Environmental Management.
NCDOT is anxious to initiate nourishment activities by
early October. Therefore, we would appreciate expeditious
processing of our permit request. We would also like to
request copies of all comments received during the permit
review process. If you have any additional questions

Small scattered clumps of grass were recognized on the bottom
during the sampling process at boring nos. 2 and 3. No grass was

redelineate the wetlands by the 1987 manual. The COE
requested plan drawings of each NWP site on 8 1/2 x 11 in
addition to the construction drawings. The COE agreed that
if a site is NWP and requires PDN (predischarge notification)
then DOT will have to submit a full set of plans with the
permit application. If the NWP or Individual Permit does not
require PDN, then DOT will only have to submit a summary
sheet and general location map with permit application. The
COE has the option to request additional information and/or
plans on any particular site if needed.
The COE stated the drainage impact of ditches might have
to be included in wetland impacts.
DOT is looking for wetland mitigation sites. The COE
suggested looking at a site near Raccoon Creek.
DOT was reminded to distribute all environmental
documents to Permit Review Agencies if a permit is
required for both State and Federally funded projects.
NC 12 - Dare County
NC 12, Beach Nourishment North of Buxton, Dare County:
Doug Huggett, Environmental Specialist, NCDOT
Mr. Huggett reported DOT had submitted the permit
applications for CAMA, 404, and 401 on August 10, 1993. The
Right of Way Branch is securing the Special.Use Permit from
the National Park Service. Mr. Huggett is to follow-up and
make sure this is being pursued. Mr. Huggett presented an
aerial map indicating an area north of Buxton where DOT
proposes to pump 200,000 cubic yards of sand material and
also indicated the area DOT proposes to borrow the sand
material. Mr. Huggett stated DOT proposes to excavate
approximately 6 acres of unvegetated bottom which will
produce the borrow material needed. This should result in a
50 foot increase to the beach area. DOT does not consider
this as a long-term solution but it does offer short term
protection to the roadway.
Mr. Preston Pate (CAMA) requested more definition of the
area to be excavated. Mr. Pate questioned whether the SEPA
process should be followed to allow the agencies the
opportunity to review and comment. Mr. Pate also questioned
what effect this dredging would have on the sound.
DOT feels the SEPA document is not necessary; this
project meets qualifications for Minimum Criteria.

Mr. John Parker expressed concerns regarding taking
material from the sound and questioned the justification for
using this site.
Mr. Huggett will meet with Ron Sechler (NMFS) to
determine SAV habitat areas and to identify the best area to
obtain the fill. DOT will supply DCM and NMFS with color
aerial photos for the project area as soon as they are
available.
NC 12 - Relocation of 2-mile section in Dare County Near
"Sandbags": Ms. Julie Hunkins, Project Engineer, NCDOT
Ms. Hunkins stated a notification for the start of this
study had been distributed the week of August 9th. A
interagency scoping meeting is scheduled at the Carolina
Aquarium in Manteo for Thursday, September 9, 1993 at 1:30
p.m. and the review agencies have been invited to attend.
Approximately two weeks later, a scoping meeting will be
scheduled at DOT in Raleigh. The SEA/FONSI should be
completed in January 1994 with construction to begin in late
Spring 1994.
This project is on US Fish & Wildlife Service property.
Ms. Mike Gantt stated the USFWS is not opposed to the project
at this time; but, "nationally significant resources are at
stake."
Discussion of Channel Relocation for Hatteras Ferry Dock and
Ocracoke Ferry Dock.
DOT submitted a permit modifications for relocating the
channel between Hatteras Ferry Dock and the Ocracoke Ferry
Dock to allow for safer passage for the ferries through the
inlet. DOT has collected sediment samples at the request of
the Division of Environmental Management. The area has been
mapped and it appears the project area does not involve
SAV's.
Mr. Preston Pate urged the Review Agencies to submit
their comments or request for information as soon as possible
because of the urgency of the situation.
NC 12, Long Range Feasibility Study: Edd Hauser
Mr. Hauser stated the goal of the Feasibility Study is
to update the results of the 1988-89 study conducted by NCSU
on problems involved with the North Carolina coast. In 1992,
Dare County asked the COE to begin a reconnaissance study of
North Carolina beaches north of Oregon Inlet in Dare County.
The Department of Transportation asked the COE to extend the
reconnaissance study to include the beach south of Oregon
Inlet. The Feasibility Study will include the above
