ficer when the project is inspected for compliance. The applicant certi-

land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project

Thank you for taking the time to discuss the proposed bulkhead and retaining wall that
we and our adjacent neighbor, Gene Smelik are planning to build. We have had concerns
about the erosion that both properties have sustained and are excited about solving these
problems.
We would be very receptive to tying Mr. Smelik's proposed wall into a landscape
retaining wall that we intend to construct along our property line in a manner that would
protect both of our properties. We've been told that a 45 degree southwest angle would
divert and soften the blow of the water, as shown on the enclosed drawing.
However, our engineer assures us that should the retaining wall in question either stop
short of our property or connect into our property at any other angle, it will cause a
whirlpool effect as the water hits the wall, carving out our land at the adjoining property
line.
We would like to reserve final comment pending review of the plans for the bulkhead and
pier that you receive from Mr. Smelik.
