Box 1885 Morehead City, NC 28557 I.obb.V— Dear IyIp.-Webb: NCDENR� Subject: Permit Authorization I wanted to take this opportunity to address permit authorization procedures in light of the most recent General Permit (Permit # 27552-C) issued to your client signed by you as the agent. The Division of Coastal Management has been given the responsibility by as many as fourteen other review agencies to issue General Permits in lieu of every applicant going through the major review process. The General Permit process is by design intended to expedite permit procedures but does not guarantee an instantaneous decision and issuance of permits. The aforementioned permit commanded additional scrutiny based on its location in relation to the main access canal for one of the most heavily traveled corridors in Atlantic Beach. You were asked to provide information showing that the project as planned would meet the conditions of the General Permit. Upon closer review with aids such as aerial photography, available in the Coastal Management Office, a second site visit was required to identify where the boatlifts would be located along the channel. It is not unusual or should not be a surprise for the Division of Coastal Management to request an applicant or the applicant's agent to stake the location of a proposed structure in relation to site conditions. It is important for all conditions of the General Permit to be met to eliminate any cause for concern from citizens and other resource agencies. For this reason and stipulated within the General Permit, construction of a project should not be initiated until a permit is secured from Coastal Management as well as other local, state, or federal authorization. Please heed this as a notice, that in the future any work completed without a permit will result in a Notice of Violation and will require the assessment of a civil penalty and may further require restoration at the applicant's expense. I wanted to convey the decision process of a General Permit to you so that you understand what responsibilities the Division of Coastal Management has in issuing General Permits.
