The proposed project to be located and constructed as described
above is hereby certified as exempt from the CAMA permit re-
quirement pursuant to 15 NCAC 7K .0203. This exemption to
CAMA permit requirements does not alleviate the necessity of
your obtaining any other State, Federal, or Local authorization.
This cc tification of exemption from requiring a CAMA permit is
valid for 90 days from the date of issuance. Following expiration,
a re-examination of the project and project site may be necessary
to continue this certification.

Any person who proceeds with a development without the con-
sent of a CAMA official under the mistaken assumption that the
development is exempted, will be in violation of the CAMA if there
is a subsequent determination that a permit was required for the
development.
The applicant certifies by signing this exemption that (1) the ap-
plicant has read and will abide by the conditions of this exemp-
tion, and (2) a written statement has been obtained from adjacent
landowners certifying that they have no objections to the
proposed work.

Dear Ms. Howe:
Cateret-Craven Electric Cooperative wishes to install riprap on a 75 foot section of shoreline
behind the northeastern corner of the Rock Point Substation. Below I have detailed why we
need the construction and what it will consist of. In addition, I have enclosed forms illustrating
the location of the construction.
The northern edge of the Rock Point Substation is approximately 50 feet from the Bogue
Sound. While the actual amount of property between the substation and the sound has not
greatly decreased, the slope of the property has increased. Due to washout and erosion, the
slope of the property is more of a drop-off then that of a gradual slope as it once was. We
have a transmission pole that is located on the northeastern corner of the property outside of
the substation fence. We need to install riprap to ensure that the transmission pole and its
anchors will not be uprooted.
The riprap will consist of silt fence and large pieces of concrete. The concrete plus the silt
fence will halt future washout.
In order for us to install riprap the North Carolina Department of Environment and Natural
Resources, NCDENR, needs to approve the plans for construction. Since we do not own the
property of the proposed riprap, we must obtain a letter stating that we may act as an agent
with the NCDENR. John P. McLean, Paxon M. Holz, Virginia M. Singleton, J.A. Singleton,
Jr., and you own the property between the substation and Bogue Sound. Enclosed is a letter
giving us the rights to act as an agent on the property owner's behalf with the NCDENR.
Please review the letter and call me if there needs to be any changes.
I also need to obtain the signatures of the adjacent property owners indicating that they have
no objections to the proposed work. You own the area to the west of the substation. I have
enclosed a letter for the signatures of the adjacent property owners.
