Here is the revised drawing of the proposed fishing pier at Marshallberg. We have shortened
each end so the pier now measures 8' X 50" in length, for a total area of 400 square feet. Let

Please consider this letter to be the permit application for a CAMA GENERAL PERMIT for Carteret
County's park improvements at the new Marshallberg Public Water Access. During our previous
conversations with Ted Tyndall, he indicated that the County could submit a letter requesting a General
Permit in lieu of the actual permit application, provided that the approved Minor Permit, Minor Permit
application, and site plan would enable DCM to make a decision on the permit. These items are attached
for your review. A check for $100 for the permit fee is also enclosed.
Carteret County was issued a Minor Permit on July 31, 2000 that allowed the County to proceed with the
installation of park benches and picnic tables, construction of a landscaping berm, and construction of a
parking area and sidewalks. The County plans to install riprap along the entire 330 foot shoreline during the
next few months, and must receive a General Permit prior to proceeding with this work. Future plans call for
the construction of a small fishing pier; however, the timetable for the fishing pier is uncertain at this time.
Please consider our application for a GENERAL PERMIT for the riprap and fishing pier.

This permit, issued on July 31, 2000 is subject to compliance with the application and site drawing (where consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes the construction of 2 picnic shelters, an earthen berm, a sidewalk, and a
parking lot, contingent upon the following conditions:
1. The sidewalk must terminate 30' from the normal high water mark.
2. All proposed development and associated construction must be done in accordance with the permitted
workplat drawing(s) as dated 8/10/00, submitted 7/19/00, subject to NOTE on permit.
All construction must conform to the North Carolina Building Code requirements and all other Local,
State and Federal regulations.
4. Any change or changes in the plans for development, construction, or land use activities will require
a re-evaluation and modification of this permit.
5. The amount of built -upon area shall be limited to no more than 25 % of the AEC area of the land to
be developed; in this case, 6990 sq. ft.;

This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit must cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit requires further written permit approval.
All work must cease when this permit expires on December
31, 2003
In issuing this permit it is agreed that this project is consistent
with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Division of Coastal Management.

6. Prior to initiating any land -disturbing activities, a barrier line of filter cloth, staked hay bales, or burlap
must be installed between the land -disturbing activity and the adjacent marsh or water areas, until such
time as the area has been properly stabilized with a vegetated cover.
7. Pursuant to 15 NCAC, Subchapter 7J.0406(b), this permit may not be
otherwise disposed or to a third -party.
S. Stormwater collection systems are prohibited.
9. A 30` buffer zone must be provided from the normal high water line.
Note: The pier, dock, and rip rap shown on the submitted plat are not authorized under this
permit. These structures require separate permitting under a different permitting process.

In 1974, the North Carolina General Assembly passed
the Coastal Area Management Act and set the stage for
'guiding developmeht.in the fragile and productive areas
which border,the `state's sounds and oceanfront. Along
with requiring special care by those who build and
fv: develop, the General Assembly directed the Coastal
y L Resources Commission (CRC) to implement clear regula-
t tions which minimize the burden on the applicant.

'This application for a minor development permit under
CAMA is part of the. Commission's effort to meet the
spirit and intent of the General Assembly. It has been
designed to be straightforward and require no more ;
time or effort necessary from the applicant. Please go
over this folder with the Local Permit, Officer (LPO) for
the locality in which you plan to build to be certain that
you understand what information he or she needs.
Under CAMA regulations, the minor permit is to be
issued within 25 days once a complete application is in
hand. Often less time is needed if the project is simple.
The process generally takes about 18 days. You can
speed the approval process by making certain that your
application is complete and signed, that your drawing
meets the specifications given inside and that your
application fee is attached.
Other permits are sometimes required for development
in the coastal area. While these are not LAMA -related,
we urge you to check with the Local Permit Officer to
determine which of these you may need. A listing is
included on page 2 of this folder.

Dear Mr. Rush,
Please let me comment on Carteret County's plans to
construct a park at the end of SR 1347 in Marshallberg.
The most important opportunity is for the county to block
the vehicle traffic that currently drives and parks at the
Mean High Water mark. The waterfront at the south end of
the property could be landcsaped and improved to be one of
the county's most desireable and certainly beautiful
assets.
For years, the end of SR 1347 has been used commercially
and lately, freely by any persons for any use. The trash
on the ground indicates extensive alcohol, drug and
firearm use. I hope this use is not what the County Parks
and Recreation sees for the future.
My recommendations are as follows:
* Control vehicle traffic and loitering by blocking the
access at the end of the pavement on SR 1347.
* dove the parking area north to the area adjacent to Core
Sound Boat Works.
This would make the parking area visible and easier to
control. Since Core Sound is Outstanding Resource
Waters(ORW), this is pratical and ecologically and
environmentally prudent. Runoff could and would be
controlle by limiting access to vehicle traffic.
