This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project
is consistent with the North Carolina Coastal Management Program.

Dear Scott,
We have a home on Island Lake in River Bend (105 Anchor Way) and I have spoken with you several
times over the past year regarding the dredging project and a time frame for the Island Lake area,
permits, etc.
A neighbor has forwarded me a copy of the email between you and Rudy Ramcke wherein you state that
the permits will be mailed to the Island Lake property owners possibly sometime this week or next. We
had planned to come down to watch the process around our dock and to pay the contractor but with the
delayed timing, we will not be available (we will be out of the country from 3-20 July). I have written to
Ron Phillips at Trent River Realty and he will act as our representative and have a check available for
payment of services.
I have a few questions: If the contractor needs to see the actual permit from the landowner, can you
please mail our permit directly to Ron Phillips at Trent River Realty (48 Shoreline Drive, New Bern, NC
28562; [phone]; cell #[phone]) and send us a copy? I am sending Ron a copy of the
papers we have in our file on this: the adjacent riparian statement, a copy of the Atlantic Survey & Design
drawing of our dock area, a copy of the $100 permit fee check, and the contract for services we signed
with Rowboat Company. If there is anything that Ron will need on our behalf, please let me know. He
has full authority to act as our representative in this matter.

I am enclosing the $100 permit fee, the Permit Elements form, as well as copies of the executed
CAMA form "Adjacent Riparian Property Owner Statement". For the neighbor who has not replied to
my letter, I enclose a copy of the letter sent to them as well as copies of the signed receipt for the certified
mail.
Also enclosed is the marked -up copy of the plot of our dock area. Once the project has been put
out to bid, will you or the contractors be in touch with us regarding the cost involved? We definitely want
to know how much is involved. All correspondence for this property should be addressed to us at our
Great Falls home.

3. A marked -up copy of the plot of your slip or dock showing the limits of dredging you
propose and the depth of dredging desired. (Remember, the Town's dredging permit and
project is intended to take the project channel to —6 feet.) Also, the project must be
maintenance in nature and not involve areas that have not previously been dredged.
4. Application must enclose executed copies of the CAMA form "Adjacent Riparian
Property Owner Statement." Please note that the CAMA regulations require the applicant
provide (in the absence of executed forms) confirmation that adjacent property owners
have been notified of intended dredging by certi i' fie i receipt. Section. 1502 (a)(2) on
the enclosed CAMA regulations spells out the information that must be presented if
adjacent riparian property owners are notified by mail. If adjacent riparian land is a vacant
lot, Town Hall staff can assist you in obtaining the owner's address.
5. A CAMA field representative shall conduct a site visit and make the agency determination
on issuing a permit.

We own the home next door to your property on Anchor Drive in River Bend, NC. River Bend is
in the process of dredging the waterways and in conjunction with that effort the homeowners can have
their respective dock areas dredged if they so desire. Our home includes a small dock and we would like
to participate in the dredging project .
I have enclosed a form that CAMA requires to provide each homeowner with a permit. The form
requires that the adjacent property owners concur with the modification. Please sign the form I have
enclosed (both property owners) and return it in the envelope that I have provided. You will see that the
letter I am sending to you is certified so that CAMA knows the form was sent to you and I can mail in the
application prior to receiving the signed form from you. However, I would appreciate your reply as soon
as possible.
