This permit is subject to compliance with this application, site drawing
and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and Z) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project
is consistent with the North Carolina Coastal Management Program.

Re: Objection to a Permit to Construct a Pier Platform on an Adjacent Property
Dear Mr. Horsley:
This letter is in reference to an objection you voiced during a telephone conversation and subsequent
meeting with Dennis W. Hawthorn of the Division of Coastal Management staff in the Elizabeth City
Office. Your objection as an adjacent riparian owner concerned a request from Ralph Blades at 1946
Rivershore Rd. to construct a pier platform along the shoreline adjacent to your property located
along the Pasquotank River in Elizabeth City.
Mr. Hawthorn has reviewed Mr. Blades' request to construct a platform at the waterward end of his
existing pier. Initially, it was believed that this proposed structure would be located within the 15-
foot riparian setback area adjacent to your property, and therefore, require a waiver statement from
you prior to the issuance of a permit for this construction. However, after a significant amount of
research to document the riparian setback alignment between Mr. Blades' property and yours, it was
found that the deep water contour located offshore, which this riparian alignment would be based
upon, does not run perpendicular to the shoreline, but instead, runs at an angle. Thus placing the
waterward end of the existing pier and proposed platform structure outside of the 15-foot setback
area.
Mr. Hawthorn has attempted to contact you the last two days to provide you with details on our
decision process in this matter. Unfortunately, he has not been able to reach you and it is not possible
to delay the issuance of this permit any longer. If you wish Mr. Hawthorn and myself to meet with
you to discuss the process we followed in rendering this permit decision, we will be glad to do so.
Nonetheless, the Division has found that the General Permit request by Mr. Blades earlier this year is
consistent with T15A, Section 07H .0207, Public Trust Areas and Section 07H .1200, General Permit
for Construction of Piers. Mr. Hawthorn has thoroughly considered the objection you stated during
your telephone conversation and subsequent meeting and found the project consistent with these
Coastal Resources Commission rules.
Therefore, the Division of Coastal Management has given your objection regarding the proposed
development careful consideration and has determined that the project, as proposed, is consistent
with the appropriate rules and regulations. Mr. Hawthorn, the CAMA Coastal Management
Representative for the Elizabeth City area, issued CAMA General Permit #25730A on November 3,
2000 to Mr. Ralph Blades.

Request on CAMA Permit Decision forms to the Director of the Division of Coastal Management.
Department of Environment and Natural Resources within twenty (20) days of the permit decision.
These forms can be obtained from our Elizabeth Citv District Office upon request. _
