Long, Plant Manager Chemours Company-Fayetteville Works 22828 NC Highway 87 West Fayetteville,North Carolina 28306 Subject: Approval of Extension Request for Quarterly Carbon Bed Testing Chemours Company-Fayetteville Works Fayetteville, Bladen County,North Carolina Facility ID No. 0900009; Air Permit No. 03 73 5T47 Dear Mr. Long: The Division of Air Quality(DAQ)has reviewed the information provided in your letter dated March 30, 2020 and through subsequent conversations with Christel Compton of Chemours Company. In your letter, you cite COVID-19 restrictions in North Carolina in requesting an extension to the performance testing deadline for the carbon bed units at the Fayetteville Works facility. Section 2.2.D.1.c. of Air Permit No. 03 73 5T47 and a DAQ letter to Chemours Company dated May 16,2019, require the company to conduct performance tests on a quarterly basis to develop a carbon replacement schedule for the three carbon adsorbers installed on the Vinyl Ethers North(VEN),Vinyl Ethers South (VES), and Polymer Processing Aid (PPA)processes,respectively. The recent COVID-19 outbreak and resulting state restrictions on travel and business operations has impacted companies throughout North Carolina and the United States. Specifically, your company and its testing contractors have been impacted by travel and operational restrictions due to the COVID-19 pandemic. Therefore, your request for an extension to the deadline to conduct performance testing on the three carbon bed units at the Fayetteville Works facility is granted. The new deadline to complete the next round of testing and reset the quarterly testing schedule for the VEN,VES, and PPA carbon adsorbers is June 30, 2020. The final test results should be submitted to DAQ within 45 days after each performance test. If COVID-19 restrictions continue into the summer and you are not able to complete the performance testing by the new deadline, you may request an additional extension at that time. The granting of this extension to the specific performance testing due dates does not relieve your company of the legal responsibility for compliance with any other applicable provisions of your air quality permit or with any other applicable federal, state, or local requirements.
