ELIZABETH S.BISER '°n Secretary -x" MICHAEL ABRACZINSKAS NORTH CAROLINA Director Environmental Quality 2 November 2021 CERTIFIED MAIL RETURN RECIEPT REQUESTED Ms. Dawn Hughes, Plant Manager Chemours Company - Fayetteville Works 22828 NC Highway 87 West Fayetteville,NC 28306-7332 Subject: Approval of Carbon Adsorber Replacement Schedules for PPA and VE-South Chemours Company - Fayetteville Works,Air Permit No. 03735T48 Fayetteville, Bladen County,NC 06/0900009 Fee Class: Title V Dear Ms. Hughes: On 15 July 2021,the Division of Air Quality (DAQ)received letters from Chemours Company- Fayetteville Works (Chemours) proposing a carbon replacement schedule for the Polymer Processing Aid(PPA) Carbon Adsorber (ID No. ACD-A2) and for Vinyl Ethers South (VE-South) Indoor Fugitives Carbon Adsorber(ID No. NCD-Q4). In accordance with Title V Permit No. 03735T48, Permit Condition 2.2(D)(1)(c)(i), Chemours is required to conduct performance tests on a quarterly basis to develop a carbon replacement schedule for both adsorbers based on hours of operation,production rate, or other approved parameters. Chemours proposed the following: 1)Replacing the carbon in the PPA Carbon Adsorber (ID No. ACD-A2) when the carbon bed operating times reach 2,950—3,050 operating hours, and 2) Replacing the carbon in the VE-South Indoor Fugitives Carbon Adsorber(ID No. NCD-Q4) annually during inspection. DAQ has reviewed the data from performance testing conducted since June 2018 to determine if the data supports this proposed schedule. DAQ has focused its review on testing conducted since the end of 2019 when there were several equipment configuration changes made to several processes that include VE-South and PPA. The test data from 2020 and 2021 reflect operation and performance of the control systems since these changes were completed.
