The Site is located 15 miles southeast of the City of Fayetteville on NC Highway 87, south of the Bladen-Cumberland County line. The facility currently operates under Air Permit No. 03735T48 for which a Title V renewal application was submitted in September 2020. Enclosed is a copy of the 502(b)(10)Notification Form to allow for a minor modification of VE-North Indoor Fugitives Carbon Adsorber(Control Device ID No.NCD-Q3) at the Fayetteville Works. A copy of this notification form and interim permit conditions will be attached to my permit until the permit is revised at the next significant modification or renewal. DESCRIPTION OF CHANGE To improve the fugitive emissions removal efficiency of HFPO-DAF and HFPO-DA from emission source VE-North indoor fugitives(NS-B2),the current carbon adsorber(NCD-Q3)will be replaced with a larger vapor phase carbon adsorber.The activated carbon used to adsorb vapor phase organics will also be changed from a coal-based extrudate to a granular coconut shell-based carbon(notwithstanding unanticipated pressure drop issues).It is anticipated that these changes will improve both the overall life of the carbon as well as the instantaneous removal efficiency prior to bed change-out. Installation will be completed in October 2022. No alteration to any existing permit term or condition will occur as a result of this change.
