Sincerely, Christel Compton Program Manager Attachment Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03 73 5T48 Page 4 As specified in Section 2.1(13)(11)(n), the Permittee shall submit a quarterly summary report of monitoring and recordkeeping activities specified in Section 2.1(B)(1 1)(f)through(13)(11)(n). The Thermal Oxidizer system began normal operations on December 31, 2019. Submission of the quarterly reports was completed during the reporting period under separate cover. TEMPORARY BOILER(ID No. PS-Temp) 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention Of Significant Deterioration The temporary boiler was not present at this site during the six-month period between January and June of the reporting period. As specified in Section 2.1(E)(4)(e) of the subject Title V permit, a semi-annual summary report of monitoring and recordkeeping activities for the six-month period between January and June of the reporting period is herein submitted (see Table 3 in Attachment D). The report shows the monthly S02 emissions from the boiler (ID No. PS-Temp) for the previous 17 months and shows the total S02 emissions from the boiler for each 12-month period ending during the six- month reporting period. No deviations from these requirements of the subject Title V permit were identified during the reporting period. LIME SILO AND LIME SLAKER(ID Nos. NS-R1 and NS-R2) 15A NCAC 02D .0515: Particulates from Miscellaneous Industrial Processes (Emission Sources ID Nos. NS-R1 and NS-R2) As specified in 2.1(17)(1)(h), the Permittee shall submit a semiannual summary report of the monitoring and recordkeeping activities in Section 2.1(F)(1)(c) through (F)(1)(f). For the six- month period between January and June of the reporting period,the Lime Silo and Slaker(ID Nos. NS-R1 and NS-R2) did operate. Section 2.1(F)(1)(c) Particulate matter emissions from the Lime Slaker (ID No. NS-R2) shall be controlled by the Wet Particulate Scrubber(ID No.NCD R2). The permittee shall install, operate, and maintain a wet scrubbing liquid flowmeter on each scrubber. To ensure compliance and the effective operation of the scrubbers, the permittee shall monitor and record, once per day, scrubbing liquid flow rate. The Digital Process Control System (aka: DCS/CMS)provides continuous monitoring of the Wet Particulate Scrubber flow meter readings. The data historian application(IP21) collects real-time process data from the DCS to provide constant monitoring and supervision of the scrubbing liquid flow rate. The permittee shall be allowed three (3) days of absent observations per semi-annual period. If the emission source(s) is not operating, a record of this fact along with the corresponding date and time shall substitute for the daily observation. No absent observations occurred during the reporting period when the process was operating. Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03735T48 Page 3 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration—(Emission Source ID No. NS-A) As specified in Section 2.1(B)(7)(e) of the subject Title V permit, a semi-annual summary report of monitoring and recordkeeping activities for the six-month period between January and June of the reporting period is herein submitted (see Table 2 in Attachment D). The report shows the monthly VOC emissions from the HFPO Process (ID No. NS-A) for the previous 17 calendar months, and shows the 12-month rolling VOC emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period from the HFPO Process. 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration—(Emission Source ID No. NS-N) As specified in Section 2.1(B)(8)(e) of the subject Title V permit, a semi-annual summary report of monitoring and recordkeeping activities for the six-month period between January and June of the reporting period is herein submitted (see Table 2 in Attachment D). The report shows the monthly VOC emissions from the HFPO Product Container Decontamination Process(ID No.NS- N) for the previous 17 calendar months, and shows the 12-month rolling VOC emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period from the HFPO Product Container Decontamination Process. 15A NCAC 02D .0530(u): Use of Projected Actual Emissions to Avoid Applicability of Requirements of PSD (Emission Source ID No. NS-I) As specified in Section 2.1(B)(9)(b)(ii), the Permittee shall submit a report to the director within 60 days after the end of each calendar year during which these records were generated. The required years of recordkeeping are 2018 — 2028. This report was submitted under separate cover in January of this year. 15A NCAC 2D .1111: Maximum Achievable Control Technology (MACT), 40 CFR 63, Subpart FFFF: NESHAP for Miscellaneous Organic Chemical Manufacturing (MON) (Emission Sources ID No. NS-A,NS-B,NS-C,NS-G-1 and NS-G-2) As specified in Section 2.1(B)(10)(nn) of the subject Title V permit, a semi-annual compliance report of monitoring and recordkeeping activities for the six-month period between January and June of the reporting period is herein submitted (see Attachment A). ALTERNATIVE OPERATING SCENARIO—STATE-ONLY REQUIREMENT 15A NCAC 02Q .0519(a)(7) and Consent Order(Emission Sources ID Nos.NS-A,NS-B,NS- C, NS-D-1, NS-E, NS-F, NS-G-1, NS-K, NS-M, NS-N, NS-O and NS-P to Control Device ID Nos. NCD-Q1 and NCD-Q2) Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03735T48 Page 2 15A NCAC 2D .0515: Particulates from Miscellaneous Industrial Processes — (Emission Sources ID No. NS-I and NS-D-2) As specified in Section 2.1(B)(2)(d) of the subject Title V permit, the required summary report of monitoring and recordkeeping activities for the six-month period between January and June of the reporting period is satisfied with this paragraph. During the reporting period, as required by Section 2.1(13)(2)(c), production records were maintained and are available to a DAQ authorized representative upon request. During the reporting period, no deviations from the requirements of the subject Title V permit were identified. 15A NCAC 02D .0516: Sulfur Dioxide Emissions from Combustion Sources (Emission Source ID No. NCD-Q1) There are no reporting requirement specified under 2.1(B)(3)(c)for sulfur dioxide emissions from NCD-Q l. 15A NCAC 02D .0521: Control of Visible Emissions (Emissions Sources ID No. NS-I, NS-D- 2 and NCD-Q2) There are no reporting requirement specified under 2.1(13)(4)(c) for the control of visible emissions from NS-I,NS-D-2 and NCD-Q2. 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration—(Emission Source ID No. NS-B) As specified in Section 2.1(B)(5)(e) of the subject Title V permit, a semi-annual summary report of monitoring activities for the six-month period between January and June of the reporting period is herein submitted(see Table 2 in Attachment D). This report shows the monthly VOC emissions from the Vinyl Ethers North Process (ID No. NS-B) for the previous 17 calendar months and shows the 12-month rolling VOC emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period from the Vinyl Ethers North Process. 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration—(Emission Source ID Nos. NS-G-1 and NS-G-2) As specified in Section 2.1(B)(6)(e) of the subject Title V permit, a semi-annual summary report of monitoring and recordkeeping activities for the six-month period between January and June of the reporting period is herein submitted (see Table 2 in Attachment D). The report shows the monthly VOC emissions from the Resins Process (ID Nos. NS-G-1 and NS-G-2) for the previous 17 calendar months, and shows the 12-month rolling VOC emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period from the Resins Process. Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03735T48 Page 1 NATURAL GAS and FUEL OIL-FIRED BOILERS (ID NOS. PS-A, PS-B, and PS-C) 15A NCAC 02D .0524: New Source Performance Standards (40 CFR 60, Subpart Dc) — (Emission Source ID No. PS-C) Pursuant to Section 2.1(A)(4)(r) of the subject Title V permit, a summary report that includes fuel supplier certifications for distillate fuel oil, a signed, certified statement that the records of fuel supplier certifications represent all of the fuel fired at Boiler PS-C,and records from any conducted performance tests. Construction of Boiler PS-C has not commenced and hence that boiler does not exist. Therefore, the monitoring, recordkeeping, and reporting requirements of Section 2.1(A)(4) did not apply during the reporting period. 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration—(Emission Source ID No. PS-B) As specified in Section 2.1(A)(5)(f) of the subject Title V permit, a summary report of the monitoring activities for the six-month period between January and June of the reporting period is herein submitted. This report contains the following: (i) The monthly nitrogen oxide and sulfur dioxide emissions from the affected boiler (ID No. PS-B) for the previous 17 months (see Table 1 in Attachment D). (ii) The 12-month rolling nitrogen oxide and sulfur dioxide emissions for each 12-month period ending during the reporting period (see Table 1 in Attachment D). The emissions of these two pollutants per consecutive 12-month period during the reporting period have remained below the respective PSD avoidance limits specified in Section 2.1(A)(5)(a) of the subject Title V permit. (iii) There were no deviations from the requirements of this permit during the reporting period. 15A NCAC 2D .1111: Maximum Achievable Control Technology (Emission Sources PS-A, PS-B and PS-C) As specified in Section 2.1(a)(7)(q) of the subject Title V permit, a compliance report must be submitted to DAQ every five years. The first report shall cover the period beginning May 19, 2019 and ending December 31 within five years of May 19, 2019. The first report under this provision will be due January 30, 2024. FPS/IXM PROCESS AREA 15 NCAC 02Q .05080): Alternative Operating Scenarios A notification that Chemours permanently switched to the Alternative Operating Scenario was submitted to DAQ on December 31, 2019 (Section 2.1(B)(1)(e) for 03735T48). Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03735T48 Page 5 To ensure quality, the flow rate meters shall be calibrated annually. The required calibration will be conducted during the annual site-wide shut down scheduled for October of each year and whenever the Technical Team determines it is necessary, due to the specific nature of any issue. The flow rate meters were not calibrated during this reporting period and technical found no reason to calibrate. The scrubber shall be operated to ensure the scrubbing liquid flow rate is greater than 0.84 gallons per minute. During the reporting period, there were no deviations from this requirement. Section 2.1(F)(1)(d) If the scrubber liquid flow rate readings recorded as required, are observed to be below the minimum rate specified in Section 2.1(F)(1)(c), the permittee shall inspect the scrubber(s)for malfunctions and clean or repair, as necessary. During this reporting period, the scrubbing liquid flow rate readings were observed to be above the minimum rate of 0.84 gallons per minute. Section 2.1(F)(1)(e) Particulate matter emissions from the Lime Silo (ID No. AS-RI)shall be controlled by the Bag Filter (ID No. NSD-RI). To ensure compliance, the permittee shall perform inspections and maintenance as recommended by the manufacturer. In addition to the manufacturer's inspection and maintenance recommendations, or if there are no manufacturer's inspection and maintenance recommendations, as a minimum, the inspection and maintenance requirement shall include the following: Section 2.1(F)(1)(e)(i): a monthly visual inspection of the system ductwork and material collection unit for leaks; The Lime Silo, Bag Filter, and system ductwork are inspected at least monthly for any evidence of particulate matter emissions. For the reporting period, there were no instances of any visible leaks, nor any evidence of particulate matter emissions. A written record of all required inspections is maintained onsite and available upon request. Any manufacturer recommended maintenance has been included in the site maintenance plan along with a preventive maintenance schedule. Section 2.1(F)(1)(e)(ii): an annual(for each 12-month period following the initial inspection) internal inspection of the bag filter's structural integrity. The required internal inspection for the structural integrity of the bag filter is conducted during the annual site-wide shut down scheduled each October and whenever the Technical Team determines it is necessary, due to the specific nature of any issue. During this reporting period, an inspection of the structural integrity of the bag filter did not need to be conducted. Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03735T48 Page 6 Section 2.1(17)(1)(f) The results of inspection and maintenance activities in Section 2.1(F)(1)(c) through 2.1 (F)(1)(e), shall be maintained in a logbook (written or electronic format) on site and made available to an authorized representative of DAQ upon request. The logbook shall record the following: Section 2.1(F)(1)(1)(i): the date and time of each recorded action Section 2.1(F)(1)(1)(ii): the results of each inspection; Section 2.1(F)(1)(1)(iii): the causes for any variance from the prescribed operating range for the scrubber(s); Section 2.1(F)(1)(/)(iv): corrective actions taken. Records of all inspections and maintenance conducted on the Lime Silo, Lime Slaker, Bag Filter, and ductwork, from the time of commissioning and startup to the present, are maintained onsite and available upon request. 15A NCAC 02D .0521: Particulates from Miscellaneous Industrial Processes (Emission Sources ID Nos. NS-R1 and NS-R2) As specified in 2.1(F)(2)(e), the Permittee shall submit a semiannual summary report of the monitoring and recordkeeping activities in Section 2.1(F)(2)(c)and(F)(2)(d). During the reporting period, Chemours conducted visible emission observations once per week on the Lime Silo and Slaker(ID Nos.NS-RI and NS-R2). There were no above normal observations noted during this reporting period,which were conducted at least weekly. Records of visible emission observations are maintained onsite and available upon request. BOILERS (II) Nos. PS-A, PS-B, PS-C, and PS-Temp) 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention Of Significant Deterioration As specified in Section 2.2(A)(1)(e) of the subject Title V permit, a summary report of monitoring activities for the six-month period between January and June of the reporting period is herein submitted. There were no instances of deviation during the reporting period. This report contains the following information(see Table 4 in Attachment D): (i) The monthly S02 emissions from two affected boilers for the previous 17 calendar months (ii) The 12-month rolling S02 emissions for each 12-month period ending during the reporting period. Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03735T48 Page 7 FACILITY-WIDE 15A NCAC 02D .1100: Toxic Air Pollutant Emissions Limitations and Requirements As specified in Section 2.2(B)(1)(c) and Section 2.2(B)(2)(e) of the subject Title V permit, a summary report of the emissions of the North Carolina Toxic Air Pollutants for the three-month period of April through June of the reporting period is herein submitted. This report contains the following: (i) Any and all exceedances of applicable toxic air pollutant emission limits during the previous calendar year quarter. There were no exceedances of applicable toxic air pollutant emission limits during the second quarter of 2021. (ii) The maximum pounds per 1-hour emission rate at any time during the previous calendar year quarter for all applicable toxic air pollutants that have a listed "pounds per hour" emission rate. See Table 5 in Attachment D. (iii) The maximum pounds per 24-hour emission rate at any time during the previous calendar year quarter for all applicable toxic air pollutants that have a listed "pounds per day" emission rate. See Table 5 in Attachment D. (iv) The yearly emission rate for the 12-month period ending with the previous calendar year quarter for all applicable toxic air pollutants which have a listed"pounds per year"emission rate. See Table 5 in Attachment D. 40 CFR Part 68 "ACCIDENTAL RELEASE PREVENTION REQUIREMENTS: RISK MANAGEMENT PROGRAMS UNDER THE CLEAN AIR ACT, SECTION 112(r)" As specified in Section 2.2(B)(3)(b) and (c) the permittee must submit a Risk Management Plan (RMP) to the EPA pursuant to 40 CFR Part 68.150. An RMP report was not required to be submitted during the reporting period. 15A NCAC 02Q. 0519(a)(7) and Consent Order — STATE ENFORCEABLE ONLY (Emission Sources ID No. ACD-A2 and NCD-Q3) As specified in Section 2.2(D)(1)(m),the permittee shall submit a quarterly summary report of the monitoring and recordkeeping activities specified in Section 2.2(D)(1). These reports have been submitted as required under separate cover. Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03735T48 Page 8 A ATTACHMENTi Miscellaneous Organic Chemical Manufacturing NESHAP (MON) 40 CFR Part 63 Subpart FFFF Title V Air Permit Section 2.1(B)(10) Semi-Annual Compliance Report As specified in Section 2.1(B)(10)(nn) of the subject Title V permit, a semi-annual compliance report of monitoring and recordkeeping activities for the six-month period between January and June of the reporting period is herein submitted. This report contains the following information as specified by Section 2.1(C)(8)(oo): Section 2.1(B)(10)(nn)(i) Company name and address. Chemours Company—Fayetteville Works 22828 NC Hwy 87 W Fayetteville,NC 28306-7332 Section 2.1(B)(10)(nn)(ii) Statement by a responsible official with that official's name, title, and signature, certifying the accuracy of the content of the report. See Attachment B for this certification statement. Section 2.1(B)(10)(nn)(iii) Date of report and beginning and ending dates of the reporting period. The date of this report is July 27, 2022. The reporting period of this report is from January 1, 2022 through June 30, 2022. Section 2.1(B)(10)(nn)(iv) If there are no periods of noncompliance from any emission limit, operating limit or work practice standard specified in Section 2.1(13)(10), include a statement that there were no periods of noncompliance from the emission limits, operating limits, or work practice standards during the reporting period. There were no periods of noncompliance from operating limits during the reporting period. Section 2.1(B)(10)(nn)(v) For each period of noncompliance from an emission limit, operating limit, and work practice standard, include the following information: (A) the total operating time of the affected source during the reporting period; and (B) information on the number, duration, and cause of noncompliance (including unknown cause, if applicable), as applicable, and the corrective action taken. There were no periods of noncompliance from the emission limits, operating limits or work practice standards during the reporting period. Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03735T48 Page 10 ATTACHMENT A Miscellaneous Organic Chemical Manufacturing NESHAP (MON) 40 CFR Part 63 Subpart FFFF Title V Air Permit Section 2.1(B)(10) Semi-Annual Compliance Report Section 2.1(B)(10)(nn)(x) Report, if applicable, the initiation of a monthly leak monitoring program for valves. During the reporting period,there was no initiation of a monthly leak monitoring program for valves. Section 2.1(13)(10)(nn)(xi) For each affected heat exchanger system for which the Permittee invokes the delay of repair, include the following information: (A) the presence of the leak and the date that the leak was detected; (B) whether or not the leak has been repaired; (C) the reason(s) for delay of repair and any supporting emission estimates; (D) if the leak is repaired, the owner or operator shall report the date the leak was successfully repaired; and (E) if the leak remains unrepaired, the expected date of repair. During the reporting period, no heat exchanger system leaks were found. Chemours Company—Fayetteville Works Semiannual Report— 1 st Half 2022 Air Permit No. 03735T48 Page 9 ATTACHMENT A Miscellaneous Organic Chemical Manufacturing NESHAP (MON) 40 CFR Part 63 Subpart FFFF Title V Air Permit Section 2.1(B)(10) Semi-Annual Compliance Report Section 2.1(B)(10)(nn)(vi) Identify each new operating scenario which has been operated since the time period covered by the last compliance report and has not been submitted in the previous compliance report. For each new operating scenario,the Permittee shall provide verification that the operating conditions for any associated control or treatment device have not been exceeded and that any required calculations and engineering analyses have been performed. A revised operating scenario for an existing process is considered to be a new operating scenario. There were no new operating scenarios under 40 CFR Part 63 Subpart FFFF during the reporting period. Section 2.1(13)(10)(nn)(vii) For the equipment listed below, report in a summary format by equipment type, the number of components for which leaks were detected and for valves, pumps and connectors show the percent leakers, and the total number of components monitored. Also include the number of leaking components that were not repaired as required according to Section 2.1(B)(10)(bb) through (B)(10)(cc), above, and for valves and connectors, identify the number of components that are determined to be non-repairable as described in 40 CFR 63.1025(c)(3). (A) Valves in gas and vapor service and in light liquid service; (B) Pumps in light liquid service; (C) Connectors in gas and vapor service and in light liquid service; and (D) Agitators in gas and vapor service and in light liquid service. See Attachment C for this information in the required format. Please note that three valves were added in VE-South during this reporting period. Section 2.1(13)(10)(nn)(viii) Where any delay of repair for leaks is utilized, report that delay of repair has occurred and report the number of instances of delay of repair under Section 2.1(13)(10)(cc), above. During the reporting period, no delay of repair for leaks has occurred. Section 2.1(B)(10)(nn)(ix) For pressure relief devices,report the results of all leak monitoring to show compliance conducted within the semiannual reporting period. During the reporting period, no pressure relief device leaks were found.
