From FRO, take Highway 87 south. The entrance to the facility is approximately 18 miles from FRO on the left side of Highway 87 just before the Cumberland/Bladen County line. Summary of investigation: On 01/25/12 at 4:16 PM, Jimmy Shultz of DuPont called the NRC (NRC report#1001269) to report the release of an unknown quantity of methylene chloride which resulted from faulty rupture disks in different areas of the plant. There was no fire reported, no injuries, and no personnel evacuation. On 01/26/12 at 11:23 AM, Jimmy Shultz of DuPont called the NRC (NRC report#1001335)to report the release of an unknown amount of methylene chloride. As before, no fire was reported, no injuries, and no personnel evacuation. This second report was the result of a level transmitter on the methylene chloride storage tank showing a drop in levels in the tank. On 01/27/12 Greg Reeves of FRO received an email from Michael Johnson of DuPont which indicated that DuPont had investigated these two incidents. Their findings were that the first reported incident involved a leak of approximately 501bs of methylene chloride (reportable quantity is 1,0001bs). Therefore, the report was not required. The second reported incident involved the instrumentation showing fluctuating tank levels, apparently caused by filling of the process equipment heat exchangers during startup operations. DuPont states verbally that there was no release, only instrumentation fluctuations. Both of the NRC reports list the released chemical as "Methyl Chloride". However,the facility does not have any methyl chloride on site. The chemical in question is Methylene Chloride, which is used as a coolant in the process heat exchangers. This release did not exceed reporting thresholds, and therefore a report was not required. The methylene chloride release does not exceed the emission limits set forth in the facility's Title V permit, and therefore no report was required under the permit requirements. It turns out that we released about 50 pounds of methylene chloride to the environment versus the 1000 lb. reportable quantity, so the notification was not required. Somehow either the NRC or EPA recorded the chemical released as "methyl chloride" even though in their on-line report' incident description they recorded it was "methylene chloride". http://www.nrc.uscg.mil/reports/rwservlet?standard web+inc seq=1001269 Yesterday we made another call to the NRC because we observed an unexplained drop in the methylene chloride (a.k.a. "brine") storage tank. I noticed that NRC / EPA made the same mistake on that report by recording the chemical released as "methyl chloride" . This morning I called EPA Region 4 and asked them to correct both reports (NRC Report Numbers 1001269 and 1001335) to "methylene chloride". Michael E.
