Dupont Company - Fayetteville Works is located on NC Highway87 in Bladen County. From FRO,
take Highway 87 south. The entrance to the facility is approximately 18 miles from FRO on the left
side of Highway 87 just before the Cumberland/Bladen County line.
Complaint Description:
Mike Johnson at DuPont emailed Greg Reeves at DAQ on 08/01/2011 to report that the plant had a leak of
Toluene from a threaded connection on a pump. This was reported to the National Response Center as a
precaution. Further investigation revealed that the leak was less than 100 lbs, which is less than the reportable
quantity under CERCLA and EPCRA. The 100 Ibs leak does not exceed the permitted emission limits for the
facility (818 lb/hr)

Summary of investigation:
Greg Reeves of FRO spoke with Mike Johnson at DuPont at 8:20 AM on 08/04/2011 to discuss the

Monday 08/01/11. The leak appeared as a small seep around piping threads on the discharge side of
the toluene pump. The leak was immediately reported to the National Response Center, since it had
the potential of exceeding the reportable quantity of 1000 lbs. Further investigation, including
comparisons of Toluene storage tank levels before and after the leak event, revealed that there were no
measurable differences in the tank levels before and after the leak was discovered. It is surmised that
the leak was perhaps less than 1-2 lbs, and certainly less than 50 lbs, according to Mr. Johnson.
The leak was repaired and the pump was placed back into service.
Investigation complete. No further action should be required.

You may be seeing a report from the National Response Center and NC Division of Emergency
Management that we reported a release of toluene this morning.
At approximately 06:41 a.m. on August 1, 2011, a leak from a threaded connection on a
toluene pump was discovered in the HFPO area. Since the potential existed to release the
1000 pound reportable quantity of toluene, a precautionary notification was made to the
National Response Center, the N.C. Division of Emergency Management, and the Local
Emergency Planning Committees of both Cumberland and Bladen Counties so as to comply with
the immediate (less than 15 minutes) notification requirements of both CERCLA and EPCRA.
Subsequent to the precautionary notifications, an investigation of the pump's
connection leak has determined that the actual quantity of toluene released was in fact
much less than 100 pounds. Since the released quantity was less than the statutory
reportable quantity, notification to the above listed agencies was not required.
Our Title V Air Permit has a TAP limit of 818 lb. toluene per hour, so the released toluene
was well less than the permitted emission rate. We will of course include this release as
part of the 2011 air emissions inventory report.
