This change does not cause emissions allowed under the permit to be exceeded. This change does not require a case-by-case determination(e.g.SACT) This change is not a modification under Title I of the federal Clean Air Act. This change does not alter any existing monitoring, reporting or recordkeeping provisions in my current permit This change does not require a change to an existing permit term that was taken to avoid an applicable requirement. (e.g. PSD avoidance condition) ❑ This change does not require a permit under the NC Toxics program. ❑v This change will not be made until at least seven(7)days after the NC DAQ receives written notification. 0 JA copy of this notification form will be attached to my permit until the permit is revised at the next significant modification or renewal. DESCRIPTION OF CHANGE Provide a brief description of the change, the anticipated_ date on which the change will occur, and any permit term or condition no longer applicable as a result of the change. Attach a process flow diagram if relevant. The Butacite® Process' polyvinyl butyral flake dryer dust emissions are controled by a cyclone separator(ID No. BCD-Cl)followed by a "Baghouse"that is comprised of 540 fabric filter bags, each 100 inches long. Currently the Baghouse filter bags total 6,858 square feet of filter area. To comply with a National Fire Protection Association standard (NFPA 68 Section 8.7), seventy six(76) of the filter bags closest to the Baghouse's rupture panel must be shortened from 100 inches to 36 inches so as to not obstruct the rupture panel's pressure relief area. This will result in a reduction of filter area from 6,858 square feet to 6,245 square feet. The flow rate though the Baghouse will remain 45,000 ACFM. t Newor Modified + Projected Emissions ID No. Applicable Standards Proposed Monitoring Source/Cont rol Device Change BS-C/BCD-C2 15A NCAC 2D .0515 Once a month observation of the emission point of the negligible Butacitery PVB flake affected source for any visible emissions above normal. dryer/ DuPont will re-establish normal visible emissions within thirty fabric bag filter BS-C/BCD-C2 15A NCAC 2D .0521 (30) days of reducing the filter area of the Baghouse. negligible SIGNATURE OF RESPONSIBLE OFFICIAL/AUTHORIZED CONTACT Name(typed): Ellis H.McGaughy Tide: Plant Manager X Signature: L/I ) Date: E q //5 3 l
