Dear Mr. Goble:
General Condition P of Air Permit No. 08939T04,issued to Royale Comfort Seating,Inc. Plant No.
1 in Taylorsville, Alexander County,North Carolina on July 10, 2018,states in part:
" The Permittee shall,submit to the-DAQ,and the EPA (Air,and EPCRA Enforcement Branch, EPA, .
Region 4, 61 Forsyth Street.SW, Atlanta; GA 30303)postmarked on or before March 1 a compliance
certification (for the preceding calendar year) by a responsible official with all federally-
enforceable terms and conditions in the permit, including emissions limitations, standards,or work
practices. It shall be the responsibility of the current_owner to submit a compliance certification for
the entire year regardless of who owned the facility during the year. The compliance certification
shall comply with additional requirements as may be specified under Sections 114(a)(3) or 504(b) of
the Federal Clean Air Act: The compliance'certification shall spec:

1. the identification of each term or condition of the permit that is the basis of the cent f cation;
2. the compliance status (with the terms and conditions of the permit for the period covered by
the certification);
3. whether compliance was continuous or intermittent; and

4. the method(s) used for determining the compliance status of the source during the -
certification period."

The report due on March 1, 2019 has not yet been received by this office. Therefore,this Notice
of Violation is issued to Royale Comfort Seating, Inc. Plant No. 1,for failure to submit the required report
within the required timeframe in violation of Air Permit No. 08939T04,General Condition P.
This permit deviation must be reported on your annual compliance certification for calendar year
2019,which is due by March 1,2020. Failure to report this permit deviation on next year's annual
compliance certification may result in the issuance of a Notice of Violation.
It should be noted that the violation cited in this letter or any additional documented violations
could result in the initiation of an enforcement action by this office in accordance with North Carolina
General Statute 143-215.114A,which provides for the assessment of civil penalties.
